Use Participatory Budgeting

The Participatory Budgeting solution delivers a set of capabilities that help you solicit project ideas from the public, triage and monitor these ideas, and incorporate popular ideas in future capital improvement plans.

In this topic, you will learn how to use the solution by assuming the role of a user and performing the following workflows.

Submit a project idea

You will first assume the role of an engaged resident in the community. You want to learn more about the project ideas submitted by the community that are being considered for funding. You also have your own project idea that you want to submit for consideration by the community.

  1. In a browser, from the Participatory Budgeting solution, view the Participatory Budgeting site.
  2. Scroll to the Do You Have a Project Idea section and click the Submit an Idea button to open the Participatory Budgeting app.
  3. In the Ideas list, browse ideas created by others in the community.
  4. Click an idea.
  5. To like an idea, click the thumbs up button to vote for it, or click the Comment button to display the comment form and add a new comment.
  6. At the upper left, click the arrow to return to the list of ideas.
  7. Click Submit Idea to add your own idea.
  8. Specify the location by searching for an address or clicking on the map.
  9. Fill out the form by providing the category, contact information and additional details.
  10. Click the Submit button to submit your idea.

Manage project ideas

You will now assume the role of a member of the participatory budgeting committee. One of your responsibilities is to review ideas submitted by the public and determine if they are viable and what the estimated cost would be.

  1. In a browser, sign in to your ArcGIS organization, and then browse to the Participatory Budgeting Manager app.
  2. From the item page, click View.
  3. In the Ideas table, select an idea.

    Review the details of the idea in the Information panel.

  4. On the Information panel, click Edit.
  5. Confirm that the idea category is appropriate.
  6. For Vetted, choose Yes.
  7. For Viable, choose Yes, if appropriate.
  8. For Estimated Cost, type an estimated cost for the project.
  9. Click Update.

Monitor project ideas

As a member of the participatory budgeting committee, another of your responsibilities is to monitor ideas submitted by the public to ensure the program is running smoothly.

  1. In a browser, sign in to your ArcGIS organization, and then browse to the Participatory Budgeting Dashboard app.
  2. From the item page, click Open Dashboard.
  3. On the left, use filters to refine the results by project category, status, viability, or date.

    When you filter the results, the bar chart and number of project ideas update.

  4. Click an idea on the map to view its details.
