Use Election Management

In this topic, you will learn how to use the solution by assuming the role of a user and performing the following workflows.

Update Election Data

You will first assume the role of a mapping technician who is tasked with updating data for an upcoming election.

Update election geography attributes

To edit election data, complete the following steps:

  1. Verify you are signed in to your ArcGIS organization and browse to the Election Data Management app.
  2. From the item page, click View.
  3. On the contents (dark) toolbar, click Layers.
  4. Hover over a layer and click Visibility to turn off the layer or layers you do not want to edit.
  5. On the selection toolbar, click the Rectangle select to select a feature you want to edit.
  6. On the editing toolbar, click the Attributes tool.
  7. Update the necessary field values in the Attributes pane for the selected features to support the next election.
  8. Click Save.
  9. On the editing toolbar, choose an editing tool.
  10. Modify the geometry of the feature as needed.

    Geometry edits will be automatically applied.

  11. On the selection toolbar, click Clear selection.
  12. Repeat steps above to edit additional features.

Apply to be an election worker

Note:

The following workflows are designed to support election organizations using ArcGIS Hub Premium Community Identities for paid volunteers or temporary staff. When using ArcGIS Named Users, these workflows do not need to be completed.

Election offices hire paid volunteers or temporary election workers to increase their staff capacity during an election. Election workers are often members of the community that perform tasks like assisting voters.

You will now assume the role of a community resident that is interested in becoming an election worker.

To apply to become an election worker, complete the following steps:

  1. In a browser, go to the Become An Election Worker site.
  2. Scroll to the Become an Election Worker section.

    When visitors to the site are not signed in, the Become An Election Worker site displays the buttons to Create an account or Sign In with an existing account. If a user is signed into the site, the Become An Election Worker site displays an Apply button, which can be used to access the Election Worker Application form. In the following steps, the user has created an account and is signed into the Become An Election Worker site.

  3. Click the Apply button.
  4. Complete the Election Worker Application form to express interest in becoming an election worker.

    The application will be reviewed by election staff using the Election Worker Manager app. After the application has been approved, the applicant can access election apps on the Become An Election Worker site.

  5. Close the Election Worker Application and return to the Become An Election Worker site.

    Election staff use the Election Worker Manager app to approve applicants for roles as Election Rovers, Ballot Collection Officers, or Voting Location Workers. Appropriately named sections are displayed when an applicant's Election Worker Application has been approved by election staff and one or more roles is assigned.

  6. Follow the instructions in the Election Rovers section to access the Election Requests Field Map.
  7. Follow the instructions in the Ballot Collection Officers section to access theDrop Box Collection Checklist, Drop Box Return Checklist and Drop Box Requests ArcGIS Survey123 forms.
  8. Scroll to the Voting Location Workers section, click the Launch App button to access the Election Assistant app.

Manage election workers

You will now assume the role of election staff responsible for approving election worker applications and allocating staff.

In this workflow, you are asked to use the Election Worker Manager app to review and approve election worker applications.

To review and approved election worker applications, complete the following steps:

  1. Verify that you are signed in to your ArcGIS organization and browse to the Election Worker Manager app.
  2. From the item page, click View.
  3. Click Filters.

    The filters can be used to refine the applications in the table and map.

  4. Click the Menu button in the Status Column and choose Sort descending.

    Each column header can be used to sort the table.

  5. Check the box next to an application and review the details and the types of election activities the applicant is interested in performing.
  6. Click Edit.
  7. Click the Status drop-down arrow and choose Approved.
  8. If the worker is approved as a voting location worker, click the Voting Location Worker drop-down arrow and choose Yes.
  9. If the worker is approved as an election rover, click the Rover drop-down arrow and choose Yes.
  10. If the worker is approved as a ballot collection officer, click the Ballot Collection Officer drop-down arrow and choose Yes.
  11. Click Update.

    The Election Worker Notebook can be used to schedule a process that grants access to the appropriate election apps based on the roles that election workers are approved to perform.

Report wait times

You will now assume the role of a voting location worker who is tasked with reporting voter wait times at regular intervals throughout the day.

To report a wait time, complete the following steps:

  1. Verify you are signed into ArcGIS Online, with an account approved to be a Voting Location worker and browse to the Election Assistant app.
  2. Click Voting Location and choose a location.
    Note:

    Optionally, use the search box to search by voting location name.

  3. In the information panel, click Report wait time.
  4. In the Election Wait Times form, type a wait time in minutes.
  5. Click Submit.
    Note:

    The Election Wait Times form will reload and can be used to submit additional wait times for the selected voting location without returning to the Election Assistant app.

Request assistance

You will continue the role of a voting location worker who now needs to request assistance.

To submit an assistance request, complete the following steps:

  1. Verify you are signed into ArcGIS Online, with an account approved to be a Voting Location worker and browse to the Election Assistant app.
  2. Click Voting Location and choose a location.
    Note:

    Optionally, use the search box to search by voting location name.

  3. In the information panel, click Request Asistance.
  4. In the Election Requests form, fill in the following details:

    QuestionAnswer

    Request type

    Choose the type of request

    How critical is your request?

    Choose a level of criticality

    Provide additional details to help us understand your request

    Describe the request or issue being reported

    Attach an image if it will help describe your request

    Optionally, attach an image

  5. Click Submit.
    Note:

    The Election Requests form will reload and can be used to submit additional requests for the selected voting location without returning to the Election Assistant app.

  6. Return to the Election Assistant app.
  7. Click the Edit button to update the request.

Manage election requests

As requests for assistance are submitted by voting location workers, election staff review requests and assign field staff to resolve the request. Now, you will assume the role of a dispatcher who needs to assign open requests to field staff.

To edit election requests, complete the following steps.

Note:

After a request is submitted by voting location workers, they become assignments for election staff to review. Once reviewed and assigned, they become tasks that Election Rovers complete.

  1. Verify that you are signed in to your ArcGIS organization and browse to the Election Request Manager app.
  2. From the item page, click View.
  3. Click Filters.

    The filters can be used to refine the requests in the table and map.

  4. Click Close.
  5. Click the Menu button in the Priority header and choose Sort descending.

    Each column header can be used to sort the table.

  6. Click the checkbox next to an assignment to review it's information.
  7. Click Edit.
  8. Choose an election rover, and set the Status to Assigned.
  9. Set the Assigned on Date to today's date.
  10. Click Update.

Resolve election requests in the field

You will now assume the role of a rover during an ongoing election. As a rover, you are responsible for responding to and resolving requests submitted by voting location workers.

To resolve tasks assigned by dispatchers, complete the following steps.

  1. Download ArcGIS Field Maps app onto your mobile device.
  2. Open ArcGIS Field Maps and sign in with an account approved to be an Election Rover.
  3. Tap the Election Requests Field Map map to open it.
  4. Swipe up the Assigned to me list and choose an assignment by tapping on it.
  5. Tap Start.
  6. Tap Resolution.
  7. In the Notes text box, provide an explanation of how the request was resolved.
  8. Tap OK.
  9. Optionally, tap Attach to attach an existing photo, video, document, or audio file.
  10. Tap Finish to complete the assignment.

Collect ballots from official drop boxes

Many communities provide official ballot drop boxes where voters can cast their ballots early by mail. These ballots must be securely retrieved by election staff and delivered to election headquarters. You will now assume the role of a ballot collection officer tasked with collecting ballots from official drop boxes.

Track locations from the field

The ability to quickly identify the location of ballot collection officers is critical to maintaining the ballot chain of custody. Election officials can understand and document the location of their staff as they visit official ballot drop boxes to collect ballots.

To enable location tracking using ArcGIS Survey123, complete the following steps.

  1. Download the Survey123 field app onto your mobile device.
  2. Open Survey123 and sign into your ArcGIS organization with an account that is approved to be a ballot collection officer.
  3. At the upper left, tap the Location Sharing button.
  4. Toggle the Share my location button on.
  5. Tap the back arrow to return to the survey gallery.

Complete the Drop Box Collection Checklist

You will first complete the Drop Box Collection Checklist, which documents ballot chain of custody activities at the ballot drop box.

To complete theDrop Box Collection Checklist, complete the following steps.

  1. Open Survey123 and sign into your ArcGIS organization with an account that is approved to be a ballot collection officer.
  2. At the upper right, tap your avatar and then tap Download Surveys.
    Note:

    You will download three ArcGIS Survey123 forms used in the ballot collection workflow.

  3. Search for Drop Box Collection Checklist and tap the Download button.
  4. Search for Drop Box Return Checklist and tap the Download button.
  5. Search for Drop Box Requests and tap the Download button.
  6. Tap the back arrow to return to the survey gallery.
  7. Tap the Drop Box Collection Checklist form and tap Share location.
  8. Tap Collect.
  9. In the Drop Box Information section, for Location Name choose the ballot drop box location.

    Note:
    The Address question is filled in based on the location name provided.
  10. For Time arrived, tap the calendar and Choose the date and time you arrived at the ballot drop box.
  11. In the Team section, for Team Assistant choose the ballot collection team assistant.

    The Team Captain is filled in with the full name of the user currently signed into the ArcGIS Survey123 app.

  12. Optionally, for Driver, choose the ballot collection team driver.
  13. In the Collection Information section, for Please scan or enter the current drop box seal serial number, tap the barcode button or type the drop box's current seal serial number into the text box..
  14. In the Collection Information section, for Please scan or enter the current drop box lock serial number, tap the barcode button or type the drop box's current seal serial number into the text box.
  15. For Please enter the number of containers used Type the number of containers used to collect ballots from the drop box..
  16. For Please capture a photo of each sealed and secured ballot container used, tap the camera button to capture a photo of each container used. You must capture at least one photo per sealed and secured ballot container used.
  17. For Please capture a photo of the drop box's interior to document it is empty, tap the camera button to capture a photo of the drop box after the ballots have been removed.
  18. For Please capture a photo to document the drop box is closed and locked, tap the camera button to capture a photo of the drop box after it has been closed, secured, and locked.
  19. For Please scan or enter the new drop box seal serial number, tap the barcode button or type the drop box's current seal serial number into the text box.
  20. For Please scan or enter the new drop box lock serial number, tap the barcode button or type the drop box's current seal serial number into the text box.
  21. For Is this the final ballot collection for this election, if ballots are being collected for the last time during an election, tap Yes
  22. For Please caputer a photo to document the drop box is secured and closed for this election, tap the camera button to capture a photo of the drop box after it has been secured and closed for this election.
  23. In the Assement section for Is there evidence of inaproporiate electioneering tap Yes or No.
  24. If you choose Yes to the question above, use the text box to enter details, and then tap the camera button to capture one or more photos of inappropriate electioneering near the ballot drop box.
  25. Optionally, for Please assess the drop box's condition and enter a value, tap one of the options: Excellent, Good, Fair, or Poor.
  26. Note:
    If Poor is selected, a photo is required and details must be entered into the text box.
  27. Optionally, for Please assess the location's condition and enter a value, tap on of the options: Excellent, Good, Fair, or Poor.
  28. Note:
    If Poor is selected, a photo is required and details must be entered into the text box.
  29. For Time departed , tap the calendar and choose the date and time you departed the ballot drop box location.
  30. At the lower right, tap the check mark, and then tap Send now.
    Note:

    After submitting the Drop Box Collection Checklist, the check list is available in the inbox until the Drop Box Return Checklist is completed.

Complete the Drop Box Return Checklist

You will now complete the workflow by filling out the Drop Box Return Checklist, which documents ballot chain of custody as the ballots are returned to election headquarters.

To complete the Drop Box Return Checklist, complete the following steps.

  1. Open Survey123 and sign into your ArcGIS organization with an account that is approved to be a ballot collection officer.
  2. If necessary, tap the back arrow to return to the survey gallery.
  3. Tap the Drop Box Return Checklist form and tap Share location.
  4. Tap Inbox
  5. Tap the Refresh button.
    Note:

    The inbox displays a message with ballot drop box locations that have a Drop Box Collection Checklist completed by the current user and still require the Drop Box Return Checklist to be completed.

  6. Tap the inbox record to open the Drop Box Return Checklist for the ballot drop box.

    Note:

    The Drop Box Information and Team sections display details previously captured using the Drop Box Return Checklist survey.

  7. In the Return Information section, for Time returning to headquarters, tap the calendar and enter the date and time you returned to election headquarters.
  8. For Number of containers submitted, type the number of containers submitted.
    Note:

    The number of containers submitted must match the number of containers that was previously entered on the Drop Box Collection Checklist.

  9. Enter the number of ballots being submitted for processing after the first count.
  10. For Number of ballots after first count, type the number of ballots being submitted for processing after the second count.
  11. For Name of the team member completing the first ballot count, drop-down arrow and choose the team member's name.
  12. For Number of ballots after second count, type the number of ballots being submitted for processing after the second count.
    Note:

    Two ballot counts are required on the Drop Box Return Checklist. To submit the Drop Box Return Checklist, the count numbers must match.

  13. For Name of the team member completing the second ballot count, type the team member's name completing the second ballot count.
  14. For Name of Official Receiving Transport Containers, choose the election official's name.
  15. For Please capture Election Official's signature, tap the Signature, capture the election official's signature, and then tap the check mark.
  16. For Please capture Team Captains's signature, tap the Signature, capture the team captain's signature, and then tap the check mark.
  17. For Please capture Team Assistant's signature, tap the Signature, capture the team assistant's signature, and then tap the check mark.
  18. At the lower right, tap the check mark, and then tap Send now.

Submit drop box requests for service

While performing their ballot collection responsibilities, ballot collection officers may identify problems or other ballot drop box service requests that need to be reported to election headquarters for resolution at a later time. You will use the Drop Box Requests form to submit these service requests.

To complete the Drop Box Requests survey, complete the following steps.

  1. Open Survey123 and sign into your ArcGIS organization with an account that is approved to be a ballot collection officer.
  2. If necessary, tap the back arrow to return to the survey gallery.
  3. Tap Drop Box Requests, and then tap Collect.
  4. In the Drop Box Requests form, fill in the following details:

    QuestionAnswer

    Location Name

    Choose a ballot drop box location

    How critical is the request

    Choose a level of criticality

    Provide additional details to help us understand the problem

  5. At the lower right, tap the check mark, and then tap Send now.

Collect ballot containers from voting locations

Many communities require a chain of custody for ballots and electronic voting media after voting has ended. In this workflow, you will assume the role of an election worker tasked with escorting a ballot container to a new location, transferring the container to an authorized individual, and then returning the container to election headquarters. For tracking purposes it is suggested that Survey123 remains open and sharing location at all times during this process.

Each step of this workflow requires access to the Container Chain of Custody form. Use the workflow below to add this to your device.

  1. Open Survey123 and sign into your ArcGIS organization with an account that is approved to be a ballot collection officer.
  2. At the upper right, tap your avatar and tap Download Surveys.

  3. Search for Container Chain of Custody and tap the Download button.
  4. Tap Container Chain of Custody form, and then click Share location.
  5. Tap Inbox.
  6. Tap the Refresh button.

    The Inbox should now contain the list of available ballot containers.

Assign container to a location

To assign a container to a location, complete the following steps:

Note:

In the following workflow, steps 1 through 4 can be skipped if the Launch Read RFID app is being used in Survey123 to scan RFID tags on ballot containers.

  1. Open Survey123 and sign into your ArcGIS organization with an account that is approved to be a ballot collection officer.
  2. Tap Container Chain of Custody form, and then click Share location.
  3. Tap Inbox.
  4. Tap the Refresh button.
  5. Tap the container you want to assign to a location.
  6. In the Assign section, for Assign Container to Location, search for or choose the location to which you want to assign the container.
  7. At the lower right, tap the check mark, and then tap Send now.
    Note:

    After submitting the Container Chain of Custody, the ballot container will continue to be available in the inbox. The inbox may need to be refreshed.

Collect container from a location

To collect a container form a location, complete the following steps:

Note:

In the following workflow, steps 1 through 4 can be skipped if the Launch Read RFID app is being used in Survey123 to scan RFID tags on ballot containers.

  1. Open Survey123 and sign into your ArcGIS organization with an account that is approved to be a ballot collection officer.
  2. Tap Container Chain of Custody form, and then click Share location.
  3. Tap Inbox.
  4. Tap the Refresh button.
  5. Tap the container you want to collect.
  6. In the Enroute section, optionally for Collection Officer 2 and choose a secondary officer.
  7. For Container Contents, chose the contents of the ballot container.
  8. For Machine ID, tap the barcode button or type the voting machine's ID.
  9. For Seal ID, tap the barcode button or type the container's seal ID.
  10. Tap the Signature button and obtain signatures from the collecting officers.
  11. At the lower right, tap the check mark, and then tap Send now.
    Note:

    After submitting the Container Chain of Custody, the ballot container will only be available in the inbox for the individual listed as Collection Officer 1.

Transfer container to another official

To transfer a container to another official, complete the following steps:

Note:

In the following workflow, steps 1 through 4 can be skipped if the Launch Read RFID app is being used in Survey123 to scan RFID tags on ballot containers.

  1. Open Survey123 and sign into your ArcGIS organization with an account that is approved to be a ballot collection officer.
  2. Tap Container Chain of Custody form, and then click Share location.
  3. Tap Inbox.
  4. Tap the Refresh button.
  5. Tap the container you want to transfer.
  6. In the Enroute section, for Event choose Transfer.
  7. For Seal Intact, choose Yes if the container's seal is still intact.
  8. For Transfer Recipient 1, choose the primary officer.
  9. For Transfer Recipient 2, optionally choose a secondary officer.
  10. Tap the Signature button and obtain signatures from the recieving officers and the tap the check mark.
  11. At the lower right, tap the check mark, and then tap Send now.
    Note:

    After submitting the Container Chain of Custody, the ballot container will only be available in the inbox for the individual listed as Transfer Recipient 1.

Return container to headquarters

To return a container to headquarters, complete the following steps:

Note:

In the following workflow, steps 1 through 4 can be skipped if the Launch Read RFID app is being used in Survey123 to scan RFID tags on ballot containers.

  1. Open Survey123 and sign into your ArcGIS organization with an account that is approved to be a ballot collection officer.
  2. Tap Container Chain of Custody form, and then click Share location.
  3. Tap Inbox.
  4. Tap the Refresh button.
  5. Tap the container you want to return to headquarters.
  6. In the Enroute section, for Event choose Return to Headquarters.
  7. For Seal Intact, choose Yes if the container's seal is still intact.
  8. For Final Collection for this Location, choose Yes if this is the final collection.
  9. For Election Official 1, choose the election official taking custody of the container.
  10. For Election Official 2, optionally choose a secondary election official.
  11. Tap the Signature button and obtain signatures from the election officials and the tap the check mark.
  12. Collect signatures for the receiving officials.
  13. At the lower right, tap the check mark, and then tap Send now.
    Note:

    After submitting the Container Chain of Custody, the ballot container will now be available in the inbox to assign to another location. The inbox may need to be refreshed.

Gauge voter satisfaction

You will now assume the role of a voter who wants to help improve the voting experience for the next election by providing feedback on your voting experience.

To provide feedback on your voting experience, complete the following steps:

  1. In a browser, go to the Voter Satisfaction Survey.
  2. For Did you vote in this election, click Yes to indicate that you did vote in the most recent election.
  3. For Where did you vote choose a voting location.
  4. Complete the remaining questions in the survey, and then click Submit.

Monitor performance

You will now assume the role of a clerk or election official. As an election official, you want to monitor how the ongoing election is going throughout the community by tracking ballot collections, requests, wait times, and voter satisfaction.

Ballot drop box collection activities

As ballots are collected from official ballot drop boxes, you will use the Ballot Collection Dashboard to monitor ballot chain of custody activities.

To monitor drop box chain of custody activities, complete the following steps.

  1. Verify that you are signed in to your ArcGIS organization and browse to the Ballot Collection Dashboard dashboard.
  2. From the item page, click Open dashboard.
  3. Click the Location selector and choose a ballot drop box location.

    The map, graphs, list, and metrics update to display information for the chosen location.

  4. Click the Timeselector and choose a Predefined option.

    The map, graphs, list, and metrics update to display results for the chosen location.

  5. Optionally, click the Time selector, then click the Calendar to choose a date and time range..
  6. Click the Team Captain selector and choose a collection team captain.

    The map, graphs, list, and metrics update to display results for the chosen location.

  7. Click the graphs to explore the ballot collections.
    Note:

    Explore the Ballots and Containers charts using the appropriate tabs.

  8. On the left, click a collection from the collections list.
  9. At the bottom of the dashboard, click the Details tab to view information and photos captured on the Drop Box Collection Checklist and Drop Box Return Checklist.

Ballot container collection activities

As ballot containers are being collected from voting locations, you will use the Container Chain of Custody Dashboard to monitor ballot container chain of custody activities.

To monitor container chain of custody activities, complete the following steps:

  1. Verify that you are signed in to your ArcGIS organization and browse to the Container Chain of Custody Dashboard dashboard.
  2. From the item page, click Open Dashboard.
  3. Note the high-level metrics indicating the status of ballot containers.
  4. Click the Location selector and choose a voting location.

    The map, graphs, and lists update to display information for the chosen location.

  5. In the containers list on the left, click a collected container.

    The map will filter to show the last known location of this container.

  6. In the list on the right, click an event associated with the container.

    The map will zoom to the location of the event.

  7. Explore other events associated with this container to see all chain of custody activities.

Election requests

As voting location workers submit requests for assistance and report issues, you will use the Election Requests Dashboard to monitor ongoing requests and their resolution.

To monitor ongoing requests and their resolutions, complete the following steps:

  1. Verify that you are signed in to your ArcGIS organization and browse to the Election Requests Dashboard dashboard.
  2. From the item page, click Open Dashboard.
  3. Click the Location selector and choose a voting location.

    The map, graphs, list, and metrics update to display information for the chosen location.

  4. Click the Time selector and choose a Predefined option.

    The map, graphs, list, and metrics update to display results for the chosen location.

  5. Optionally, click theTime selector and click the Calendar to choose a date and time range.
  6. Click the Worker selector and choose a worker.

    The map, graphs, list, and metrics update to display results for the chosen location.

  7. Click the graphs to explore the election requests.
    Note:

    Dashboard charts are linked. If you click a status in the Status chart or a type in the Request Type chart, related details are filtered and updated in other elements in the dashboard.

  8. On the right, click a request from the requests list.
    Note:

    The map, graphs, list, and metrics update to display information for the selected request.

Election wait times

As wait times are reported by voting location workers, you will use the Election Wait Times Dashboard to monitor wait times during an ongoing election.

To monitor wait times during an ongoing election, complete the following steps

  1. Verify that you are signed in to your ArcGIS organization and browse to the Election Wait Times Dashboard dashboard.
  2. From the item page, click Open Dashboard.
  3. Click the Location selector and choose a voting location.

    The Average Wait by Hour chart, Average Wait metric, and list update to display information for the chosen location.

  4. Click the Not Reported Within selector and choose a time.

    The map, metrics, and list update to display voting locations that have not reported a wait time within the selected time frame.

  5. In the list on the right, click a location.

    The map and graph update to display information for the chosen location.

Voter satisfaction

As voters share their feedback on their voting experience using the Voter Satisfaction Survey, you will use the Voter Satisfaction Dashboard to understand voter feedback.

To understand voter feedback, complete the following steps:

  1. Verify that you are signed in to your ArcGIS organization and browse to the Voter Satisfaction Dashboard dashboard.
  2. From the item page, click Open Dashboard.
  3. Click the Location selector and choose a voting location.

    The map, metrics, chart, and list update to display information for the chosen location.

  4. Click the Timeselector and choose a predefined option.

    The map, graphs, list, and metrics update to display results for the chosen time.

  5. Optionally, click the Timeselector and then click Calendar to select a date and time range.
  6. From the list on the right, click a Voter Satisfaction Survey response.

    The map, graph, and metrics update to display information for the selected survey response.
