Use Equitable Property Value

The Equitable Property Value solution delivers a set of capabilities that help local governments share authoritative property information in a map-based application, modernize customer service, and promote fair and equitable property values.

In this topic, you will learn how to use the solution by assuming the role of a user and performing the following workflows.

Discover parcel information

Local assessors have a statutory responsibility to discover, list, and value property at current market conditions. These values are used to determine how much an owner must pay in property taxes to a local government. While property values are typically quite stable, turbulent housing markets can cause values to rise, or fall, dramatically. These dramatic changes in property value cause owners to question their property assessments and subsequent tax bills. Using the Equitable Property Value app, the public can access property information to discover a complete picture of their property's value.

You will assume the role of a local homeowner. You want to find your property to see how your property has been valued. You will be able to see how the value of your property has changed over time, if your property is impacted by a flood zone, what school district your property is within, how your property taxes have been distributed, and compare your property to others in the neighborhood.

  1. Browse to the Equitable Property Value app.
  2. At the top of the page, in the search field, type a name, address, or parcel ID and press Enter or click the Search button.

    Using a concise search term will result in a larger number of results.

    • Search for an Owner Name—try only the first or last name rather than the entire name. Use the more unique name if possible.
    • Search for an Address—try only the street name rather than the complete address.
    • Search for a Parcel ID—try only part of the parcel id number.

  3. Click a parcel on the Results page.
  4. Review the parcel information on the Parcel page.

    The Parcel page provides essential parcel characteristics for the selected parcel including land, improvements (for example, buildings), value trends and more.

    • Value Trends—hover over the value trends line chart to see details for each year’s value that is recorded for the selected property.
    • Flood Zone—when the public and real estate professionals search for properties, floodplain boundaries come into consideration. Knowledge of floodplain boundaries helps ensure that informed decisions can be made during the land development and home buying processes. The Parcel tab includes information on whether the selected property is impacted by a flood zone.
    • School District—school District information can have a major impact on families when they are considering properties to purchase. The Parcel tab includes information on which school district the selected property is within along with a link to the National Center for Education Statistics dashboard for the appropriate school district.
    • Agricultural Information – Optionally, when enabled (see Configure Equitable Property Value topic to turn this on), Agricultural Information shows the soil aggregation and land use classification for agricultural properties. This data can be created using the Agricultural Parcel Analysis solution or through other methods.
    • Request Agricultural Review – Optionally, when enabled (see Configure Equitable Property Value topic to turn this on), this button launches a form that can be used to gather feedback from the public and start an agricultural review.

  5. Click the Tax page.

    The Tax page provides information about the taxing authorities and tax rates that are applied to the selected parcel along with a Tax Liability Calculator.

    • Tax Distribution—providing up-to-date and accurate information on taxes can help taxpayers know where their dollars go and allow local governments to operate with transparency. The chart and graph show how property tax from the selected parcel has been locally allocated.
    • Tax Liability Calculator—prospective property owners can use the Tax Liability Calculator to compute their estimated tax liability.

  6. Click the Neighborhood page.

    The Neighborhood page provides Information about the assessed value & trends for the selected parcel, averages for the selected parcel’s neighborhood and county-wide values. The neighborhood map shows the assessment neighborhood for the selected parcel along with other parcels visualized by their assessed values. Nearby residential sales are shown when available. Nearby sales can be selected to see more details including its address, parcel number, year built, floor area, assessed value, sale price, sales date, and sales ratio.
