Site Scan Manager for ArcGIS capabilities are dictated by a combination of a user's role, fleet permission, and operator privilege. You can configure member roles, permissions, and privileges on the Team Members page in Site Scan.
Roles
Site Scan uses a role-based system to administer user access and privileges. Roles are assigned at both the organization level and project level.
An organization role is assigned to members when they are invited to an organization. The following is the description of the capabilities for each organization role in Site Scan:
- Administrator—Requires a Site Scan Access license. Administrators can assign and manage member accounts, user permissions, and projects, and they have all Full-Access capabilities. Additionally, Administrators have access to Fleet Management, forms, organization statistics, and all projects inside of the organization, including projects they are not members of.
- Full-Access—Requires a Site Scan Access license. Full-Access users can download, edit, analyze, and process data within projects they are a member of.
- Read-Only—Access is free and unlimited for any member in a Site Scan organization. Read-Only users can view data and make measurements on the projects for which they are members. Measurements made by Read-Only users are temporary and not saved to the project.

Fleet permissions
Each Site Scan member is assigned a fleet permission that provides different capabilities within Fleet Management. While the fleet permission is assigned independently from a member’s role, certain capabilities are role dependent. Below is an explanation of the fleet permissions and who is eligible for each:
- Fleet Manager—A Fleet Manager has access to all fleet management data in an organization. They can edit data for themselves, other pilots, and all organization assets. This permission is the default, and only option, for Administrators. Full-Access users can be upgraded to Fleet Manager by an Administrator.
- Fleet User—A Fleet User can view and edit their own profiles and flight activities. They cannot view details about other pilots in the organization. This permission is the default for Full-Access users with Operator privileges. All organization members can be assigned Fleet User permission, including Read-Only users, and users who are not Operators. Therefore, pilots who do not fly using ArcGIS Flight, but still require logging their flight data with the rest of the organization, can manually do so in Site Scan.
- None—This permission is the default for Full-Access non-Operators and Read-Only users. Full-Access users with the Operator privilege can be downgraded to None by an Administrator.

Operator privilege
Site Scan also offers an Operator privilege that allows you to pilot drone flights in ArcGIS Flight and upload imagery to projects in Site Scan Manager. The Operator privilege is an add-on capability for Organization Administrators or Full-Access members, and requires a Site Scan Operator license. Read-Only users cannot be Operators.
Roles at the project level
Roles are also assigned at the project level. Full-Access members at the organization level can be given an Administrator role on specific projects to allow them to invite other existing members to that project.
User permissions can be assigned at each project in three ways:
- From the project list using the Invite button
- From the Members section of the Project dashboard
- By clicking Invite New Members on the Missions section of the Project dashboard
