Use ROW Permitting

The ROW Permitting solution delivers a set of capabilities that help state and local governments collect and organize permit applications, coordinate the permit review process, gather feedback during permit review, and share approved permits with internal and external stakeholders.

In this topic, you'll learn how to use the solution by assuming the roles of a permit applicant, permit coordinator, and permit reviewer and performing the workflows below.

Submit a permit application

Before starting construction or using the right-of-way, permit applications for this use must be approved. The ROW Permittingsolution allows you to collect, store, and organize these permit applications.

In this workflow, you will assume the role of a resident in the community who wants to apply for a permit to close a street for the weekend for a neighborhood block party.

  1. In a browser, go to the ROW Permitting site.
  2. Scroll to the Apply for a Permit section.

    When a permit applicant does not have a community account or is not signed in to the ROW Permitting site, the site displays buttons to Create an account or Sign In with an existing account. If an applicant is signed in to the site, the ROW Permitting site displays an Apply button, which can be used to access the ROW Permit Application form. In the following steps, an applicant has created an account and is signed in to the ROW Permitting site.

  3. Click the Apply button.

    The ROW Permit Application app opens in a new tab.

  4. For Project Name, provide a name for the project.
  5. For Permit Type, choose Temporary Use.
  6. For Permit Subtype, choose Neighborhood Festival.
  7. For Description, provide a brief description.
  8. For Location, use the Area tool in the top right to draw the proposed area.
  9. For Proposed Start Date and Proposed Completion Date, choose dates for the closure.
  10. For Lane Closure Required, choose No.
  11. For Supporting Documentation, if applicable, upload a drawing of where the road blocks should begin and end.
  12. Complete the Applicant Information section with your name, address, phone number, and contractor license number (if applicable).
  13. Click Submit.

Review a permit application

The permit approval process frequently requires back-and-forth communication between the permit applicant and the permit granting agency to discuss specific aspects of the permit application. The ROW Permitting solution provides administrative tools and workflows to help streamline this process.

Conduct the initial review

Permit coordinators must review permit applications to ensure that they have accurate permit information and to determine the appropriate permit reviewers.

In this workflow, you will assume the role of a permit coordinator in the public works department who will conduct the initial permit review and request additional information from the permit applicant.

  1. In a browser, sign in to your ArcGIS organization and browse to the ROW Permitting site.

    The site includes a Manage Permits page that is only visible to signed-in users in the Permit Managers ArcGIS Online group. This page provides metrics and tools that help you understand active and pending permit applications.

  2. Click the Manage Permits link.
  3. Scroll to the Manage Permit Applications section and view the ROW Permit Manager app.

    All permit applications are listed in the table at the top. The table can be sorted and filtered in various ways.

  4. Select the Neighborhood Festival permit that was submitted in the previous workflow.

    The permit application details open at the lower left.

  5. On the Details tab, review the permit application information.

    The application states that it is for a neighborhood festival; however, it also states that no road closure is required. You will add a comment stating that a road will need to be closed.

  6. Click Permit Reviews.
  7. Click Add Record.
  8. For Display to Permit Applicant, choose Yes.
  9. For Comments, provide a comment that indicates that road closure and a traffic control plan are required.
  10. Provide your name and contact information.
  11. For Organization, type Public Works.
  12. Click Save.
  13. Click Permit Information.
  14. Click the Edit Record button Edit.
  15. For Status, choose Information Needed.
  16. Click Save.

    The ROW Permit Notebook app automatically notifies the permit applicant of this status change.

Revise permit information

Permit applicants want to know the status of their applications and if they need to make any adjustments to ensure that they are approved.

In this workflow, you will assume the role of a permit applicant who wants to check the status of a submitted permit.

  1. Verify that you are signed in to the ROW Permitting site with your community identity and scroll to the Manage your Permit Applications section.
  2. View the My ROW Permits app.

    All permits submitted by you or your company are shown.

  3. In the list on the right, select the Neighborhood Festival permit that you submitted in a previous workflow.

    The map zooms to the requested area and provides additional details regarding the permit application and comments from the permit coordinator.

  4. Click the Update Permit button on the right.

    The ROW Permit Application app opens in a new tab.

  5. Update the Lane Closure Required question to Yes.
  6. For Supporting Documentation, provide a traffic control plan.
  7. Click Submit.

Begin an internal review

In addition to performing initial permit reviews, permit coordinators are also responsible for ensuring that permits are forwarded to the appropriate departments or individuals for formal review.

In this workflow, you will resume the role of a permit coordinator in the public works department who must triage the permit application to the permit reviewers.

  1. In a browser, verify that you are signed in to your ArcGIS organization and browse to the ROW Permitting site, if necessary.
  2. Click the Manage Permits link.
  3. View the ROW Permit Manager app.
  4. Select the Neighborhood Festival permit that was updated in a previous workflow.
  5. On the Details tab, review the updated permit application information.
  6. Click the Edit Record button Edit.
  7. For Status, choose In Review.

    When the status is set to In Review, the permit application will appear in the ROW Permit Commentapp and have an updated status in the My ROW Permits app.

  8. Click Save.

Review a right-of-way permit application

Road closures have a direct impact on the business and homes located on the affected streets. Public safety department supervisors must review right-of-way permit applications that request road closures to ensure that all concerns are addressed.

In this workflow, you will assume the role of a supervisor in the public safety department who will review permit details to confirm that all necessary information is provided and that you don’t have any concerns.

  1. In a browser, verify that you are signed in to your ArcGIS organization and browse to the ROW Permitting site, if necessary.
  2. Click the Review Permits link.
  3. View the ROW Permit Comment app.
  4. In the list on the right, click the Neighborhood Festival permit application that was submitted in a previous workflow.
    Tip:

    If the permit application is not listed, return to the previous workflow and ensure that the permit application has a status of In Review.

  5. Review the details and attachments, and then click the Add a comment button.
  6. Provide your name and contact information.
  7. For Organization, type Public Works.
  8. Provide a comment indicating that you have no concerns regarding this permit application.
  9. Click Submit.

Approve a permit

Permit coordinators are also responsible for approving or denying permit applications after they have been reviewed.

In this workflow, you will resume the role of a permit coordinator who will review the comments from the public works department and make a decision on the permit application's status.

  1. In a browser, verify that you are signed in to your ArcGIS organization and browse to the ROW Permitting site, if necessary.
  2. Click the Manage Permits link.
  3. View the ROW Permit Manager app.
  4. Select the Neighborhood Festival permit application submitted previously.
  5. Click Permit Reviews and review the internal comments from the public works department.
  6. Click the Edit Record button Edit.
  7. For Status, choose Approved.
  8. Click Approved/Denied Date and choose the current date.
  9. For Approved Start Date and Approved Completion Date, specify the dates that the permit is valid.
  10. Click Save.

Monitor permit applications

Permit coordinators ensure that the permit application process runs smoothly and efficiently.

In this workflow, you will resume the role of a permit coordinator in the public works department who must ensure that permit applications are moving through the application process and being approved or denied in a timely manner.

  1. In a browser, verify that you are signed in to your ArcGIS organization and browse to the ROW Permitting site, if necessary.
  2. Click the Manage Permits link.
  3. View the ROW Permit Dashboard app.
  4. On the left, in the filter panel, adjust the filters to refine the results.
  5. Optionally select a permit on the right to view key details about the permit application.

Share opinions on ROW permits

Many communities have statutory public notice requirements that community members must be given the opportunity to express concerns or opinions about proposed developments and work within the public right-of-way. The ROW Permitting solution provides tools which allow the community to explore and provide feedback on upcoming permits.

Learn about proposed developments

The ROW Permitting site provides a way for citizens to explore and learn more about the proposed projects for their community.

In this workflow, you will assume the role of an engaged resident who wants to learn more about what permits have been approved or are under consideration.

  1. In a browser, go to the ROW Permitting site.
  2. In the Locate ROW Permit app, search for an address or click the Search this area button.

    Any permits that have a status of Public Comment or Approved appear in a list on the left.

  3. Click a permit in the list or on the map to learn more about it.
  4. At the top of the list, click the Back button to return to the permit list and continue exploring nearby permits.

Provide a public comment

In addition to helping citizens to learn more about proposed developments, the ROW Permitting site provides a way for them to add comments.

In this workflow, you will continue to assume the role of an engaged citizen who wants to provide feedback on an upcoming permit.

  1. On a permit that is open for public comment, click the Leave Comment button.

    The ROW Permit Public Comment app opens in a new window.

  2. Review the details, and then click the Add a comment button.
  3. Provide a comment and, optionally, add your name and contact information.
  4. Click Submit.
