Introduction to ROW Permitting

ROW Permitting can be used to collect and organize permit applications, coordinate the permit review process, gather feedback during permit review, and share approved permits with internal and external stakeholders.

Right-of-way (ROW) is the area on, below, or above a public roadway or waterway in which a public entity has an interest. The roads or streets contained within the public right-of-way facilitate the movement of people and the delivery of goods and services throughout a community. To protect these critical assets, state and local governments have implemented permitting requirements to ensure that work is done in accordance with standard specifications and public infrastructure is not compromised. These permits also ensure that disturbed areas are restored to their original condition, or better. Understanding where construction within the ROW is planned helps governments coordinate improvements and prevents duplicative work that causes roads to rapidly deteriorate. It also minimizes travel disruptions and public frustration.
