Use Renewables Land Acquisition

Renewables Land Acquisition solution delivers a set of capabilities that help renewables organizations share parcel information, track landowner interactions and agreements, manage input from subject matter experts on parcels, and monitor the acquisition process.

In this topic, you will learn how to use the solution by assuming the role of a user and performing the following workflows.

Manage land strategy

The Renewables Land Acquisition solution provides maps and apps for the Land Strategy Team to manage parcels investigations and land agreements throughout their lifecycles.

In these workflows, you will assume the role of someone on the Land Strategy Team, such as the origination lead, who is responsible for identifying and managing the parcels for acquisition consideration as well as managing land agreement information.

Request parcels

The Renewables Land Acquisition solution provides members of the organization the ability to request GIS parcel data to be added to their dataset for acquisition consideration and review.

In this workflow, you will request a new parcel to be considered for a renewable project.

Note:

Requesting a parcel from the GIS team can be done in any of the following apps: Land Review, Outreach Manager, or Land Strategy Manager.

  1. In a browser, sign in to your ArcGIS organization.
  2. Click Groups at the top of the site.
  3. Search for Outreach Team and click to view its details.
  4. Under Recently added content, click Outreach Manager to open the item page, and then click View.
  5. In the upper right, click + Request Parcel.
  6. In the pop-up, click the Search button, and then search for the parcel by address.
  7. Click the parcel to see more detailed information.
    Note:

    If you do not see the Regrid parcel boundaries, zoom in. Once, visible, can click on the boundaries to see the pop-up info.

  8. Copy the APN (Assessor Parcel Number) from the pop-up.
  9. On the right, in the editing pane, click ParcelRequest.
  10. On the map, click inside the boundary of the parcel you are requesting.
  11. Paste the APN that you just copied into the Parcel Number field and type any additional information about the request into the Request Description field.
  12. Click Create.
  13. Repeat these steps to request additional parcels.
  14. When you are done requesting parcels, click the X at the top right to close the window.

Update parcel data

In this workflow, you will update parcel information.

    Note:
    You will only be updating data and not geometries.
  1. Verify that you are signed in to your ArcGIS Online organization.
  2. Click Groups at the top of the site.
  3. Search for Land Strategy Team and click to view its details.
  4. Under Recently added content, click Land Strategy Manager Web Experience to open the item page, and then click View.
  5. At the bottom of the app, click the Targeted Parcel Tracking tab, if necessary.
  6. Search for the parcel that you wish to modify and, in the table, click the Edit button in the same row.
  7. Scroll to the information that needs updating and change it.
  8. When you are done making updates, click Save.

Update parcel sharing

In this workflow, you will share parcel information with members of the Outreach Team, Land Review Team, and General Land Viewer groups.

  1. Verify that you are signed in to your ArcGIS Online organization.
  2. If necessary, from the Land Strategy Team group page, click Land Strategy Manager Web Experience to open the item page, and then click View.
  3. At the bottom of the app, click the Parcel Sharing tab, if necessary.
  4. Search for the parcel that you wish to modify and, in the table, click the Edit button in the same row.
  5. Turn on the toggle buttons to allow the parcel to be viewed in the Outreach Manager, Land Review, and Land Viewer apps.
  6. Click Save.

Create an agreement area

In this workflow, you will add an agreement area to the map.

  1. Verify that you are signed in to your ArcGIS Online organization.
  2. If necessary, from the Land Strategy Team group page, click Land Strategy Manager Web Experience to open the item page, and then click View.
  3. At the top of the app, click Outreach Manager.
  4. On the map, click the Search button to search for an address or zoom to the desired location and click it.
  5. Click Edit in the side toolbar.
  6. Click the Agreements template under Create features.
  7. Click the map to draw a polygon that represents the agreement locations and double-click to finish drawing.

    After you complete your polygon, a form appears in the Create features pane. You will notice that the Agreement Area Source parameter automatically defaults to Field or Desktop Sketch. If you are drawing the agreement area based on a legal document, you can change this source to the appropriate category.

  8. Complete the form with the necessary information, and then click Create.
Note:

Members of the Outreach Team group can also add agreements using the Outreach Manager app.

Update agreement data

In this workflow, you will update the agreement data.

  1. Verify that you are signed in to your ArcGIS Online organization.
  2. If necessary, from the Land Strategy Team group page, click Land Strategy Manager Web Experience to open the item page, and then click View.
  3. Click the Agreement Tracking tab.
  4. In the table, search for the agreement that you want to update and click the Edit button in the same row.
  5. Update the information in the form, and then click Save.

Log parcel activity

The Renewables Land Acquisition solution allows different members of your organization to review parcels for acquisition parameters such as engineering design, archeological impacts, power delivery, or financials.

Submit a parcel review

In this workflow, you will assume the role of a collaborator or subject matter expert who will provide input about a specific parcel. You will be able to flag the parcel for fatal flaws and view input from other subject matter experts on the same parcel.

To add a review log to a parcel, complete the following steps:

  1. Verify that you are signed in to your ArcGIS Online organization.
  2. Click Groups at the top of the site.
  3. Search for Land Review Team and click to view its details.
  4. Under Recently added content, click Land Review Web Experience to open the item page, and then click View.
  5. On the map, click the Search button to search for an address or zoom to the desired location and click it.
  6. Click the parcel.
  7. On the right toolbar, click Edit.

  8. Click + Add record to add a new log.
  9. Choose the correct category for your review type.
  10. Choose the review date from the calendar.
  11. If the review results are negative and the parcel can't be pursued further, turn on the Fatal flaw toggle button.
  12. Add comments or attachments, as necessary.
  13. Click Create.

Submit an outreach log

Throughout the parcel outreach process, members of the organization that are responsible for landowner outreach need to keep track of their interactions.

In the following workflow, you will assume the role of a land agent who has been in communication with a property owner and would like to track the information about their interaction.

To add and Outreach Log, complete the following steps:

  1. Verify that you are signed in to your ArcGIS Online organization.
  2. Click Groups at the top of the site.
  3. Search for Outreach Team and click to view its details.
  4. Under Recently added content, click Outreach Manager Web Experience to open the item page, and then click View.
  5. On the map, click the Search button to search for an address or zoom to the desired location and click it.
  6. On the left toolbar, click Edit.

  7. Click + Add record to add a new log.

    The APN and owner name are populated based on the parcel you selected.

  8. Complete the form with the interaction type, the date of interaction, and any additional information that needs to be tracked and shared with others on the Outreach Team.
  9. Type a short description of the outcome of the interaction into the Value Summary field.
  10. If a follow-up interaction is necessary, click the switcher and include a follow-up date.
  11. Click Create.

The value summary is meant to be a short description of the importance of the interaction.

All members of the Outreach Team and Land Strategy Team will be able to see the outreach logs. Members of the Outreach Team can also submit review logs to share information with the Land Review Team.

Capture information in the field

The Renewables Land Acquisition solution includes a map that can be used on a mobile device to capture review logs and outreach logs and to create agreement areas while in the field. Users can also use the filter capabilities to filter the map based on their workflow needs.

In these workflows, you will assume the role of a land agent or an Outreach Team member who will be on-site speaking with land owners.

Note:

These workflows require the latest version of ArcGIS Field Maps, so verify that you have the latest version of the app before starting the following workflow.

Submit an outreach log

In this workflow, you will submit an outreach log from the field.

  1. Open ArcGIS Field Maps and sign in to your ArcGIS organization.
  2. Tap the Outreach Field Editor map to open it.

    If location services are enabled and you are near the property, you may not need to search. If necessary, you can tap the search button to search for owner name, APN, or address.

  3. Locate the parcel that you will add an outreach log for and tap it to select it.
  4. Tap the link button next to the Outreach Log in the pop-up.
  5. Tap the Add button Add

  6. Complete the form.
  7. When you are finished, at the upper right, tap the check mark or Submit.

Note:

The value summary is meant to be a short description of the importance of the interaction.

In this step, you submitted your most recent interaction with the land owner and submitted a parcel review. You can view all of the submissions for a parcel by tapping the parcel on the map. The outreach and review lists on the application will filter dynamically based on your selection.

Create an agreement area

In this workflow, you will add a new agreement area from the field while speaking with a property owner.

To create a new agreement area, complete the following steps:

  1. If necessary, open ArcGIS Field Maps on your mobile device and sign into your ArcGIS Online organization.
  2. Tap the Outreach Field Editor map to open it.

    If location services are enabled and you are near the property, you may not need to search. If necessary, you can tap the search button to search for owner name, APN, or address.

  3. Locate the parcel that you will add an outreach log for and tap it to select it.
  4. Tap the Add button Add
  5. Tap Agreements.

  6. Drag the crosshairs to the desired location and tap Add Point.
  7. Drag the crosshairs to the next location on the map and tap Add Point again.
  8. Continue adding points until you have completed drawing your area.
  9. Swipe up and complete the form with information about the agreement area.
  10. When you are finished, at the upper right, tap the check mark or Submit.

View land acquisition data

The Renewables Land Acquisition solution includes maps and apps that can be shared with anyone in the organization to view parcels or agreements. Land Strategy Team members have the ability to determine which parcels will be displayed on the map. All agreements mapped will be displayed in the Land Viewer application.

In this workflow, you will assume the role of a member of the organization who wants to view parcel and agreement information.

  1. In a browser, verify that you are signed in to your ArcGIS Online organization.
  2. Click Groups at the top of the site.
  3. Search for General Land Viewer and click to view its details.
  4. Under Recently added content, click Land Viewer to open the item page, and then click View.
  5. Click an agreement or parcel to see more details in the information panel.

Manage parcel requests

The Renewables Land Acquisition solution includes the ability for members of the land acquisition team to request new parcels added to their inventory to track land being pursued for future renewable projects.

In this workflow, you will assume the role of the GIS team member who is responsible for reviewing new parcel requests and acquiring the data.

  1. Start ArcGIS Pro and open the Land Editor project that you created previously.
  2. Using the ParcelRequest layer, review those with a request status of Requested.
  3. Find the requested parcel from your parcel service provider and add them to the Parcel layer in the map.
  4. Update the Request Status field in the ParcelRequest layer to Added.
  5. Save edits to the ParcelRequest and Parcels layers.
