- Shelter Locator has been moved to the Mature lifecycle phase. Capabilities have been replaced by Emergency Management Operations.
- Neighborhood Early Warning has been moved to the Mature lifecycle phase. Capabilities have been replaced by Neighborhood Stabilization.
- Service Qualification has been moved to Mature Lifecycle Phase.
- Racial Equity Community Outreach has been moved to the Mature lifecycle phase. Capabilities have been replaced by Social Equity Analysis.
- Warming and Cooling Centers has been moved to the Mature lifecycle phase. Capabilities have been replaced by Emergency Management Operations.

- All solutions for ArcGIS Enterprise 10.5–10.9 have been moved to the Mature lifecycle phase. Users may continue to use any previously deployed solution.
- The ArcGIS Solutions Deployment Tool has been moved to the Mature lifecycle phase. Solutions are available in the ArcGIS Solutions app.
