Social Equity Analysis can be used to identify and analyze demographics, assets, conditions, and outcomes to optimize plans for community investment.

Publish equity index
Once the Community Characteristics Index data is populated into the web layer using the Create a community characteristics index task in the Social Equity Analysis ArcGIS Pro project, the Community Characteristics Index application can be shared with internal and external stakeholders.
Load data into layer
To load data using the SocialEquityAnalysis Pro project, complete the following steps:
- Sign in to your ArcGIS organization and browse to the SocialEquityAnalysis item.
- From the item page, click Download.
- Unzip the downloaded folder, and then from the unzipped folder, open the ArcGIS Pro project.
- If you do not see the Catalog pane, from the View tab, in the Windows group, click Catalog Pane.
- Expand the Tasks folder, and then double-click the Social Equity Analysis task group.
- In the Tasks pane, expand the Create a Composite Index task group to see the collection of tasks.
Tip:
Click a group heading or task name to view its description at the bottom of the Tasks pane. - Double-click the Create a community characteristics index task, and follow the steps provided to create the index and append data to the CommunityCharacteristicsIndex layer.
Modify the racial equity survey
The Social Equity Analysis solution includes a Racial Equity and Inclusion Community Survey that can be used to gather feedback on racial equity initiatives or programs from the public. Review the preconfigured questions and align the survey with your organizational policies and desired outcomes.
To modify the Racial Equity and Inclusion Community Survey, complete the following steps:
- Verify that you are signed in to your ArcGIS organization and browse to the Racial Equity and Inclusion Community Survey form.
- From the item page, click Open in Survey 123 > Manage in Survey123 website.
- Click the Design tab.
- Edit the survey, and then click Save to save your changes.
- Click Publish twice.
Configure the Social Equity Analysis site
The Social Equity Analysis solution includes the Social Equity Analysis ArcGIS Hub site. This site can be configured with your organization's branding and used to share information with the public.
Update with organizational information
After deploying the Social Equity Analysis solution, the Social Equity Analysis Hub site layout requires a few updates to fit your local context.
To update the site with your organizational information, complete the following steps:
- Verify that you are signed in to your ArcGIS organization and browse to the Social Equity Analysis site.
- From the item page, click Configure.
- Scroll to any sections that you want to update, hover over the card, and click the edit pencil that appears in the horizontal toolbar, and then edit the content with information specific to your organization.
- In the side panel, click Footer.
A custom footer is provided. In most cases, you will need to update it with your organization's branding, contact information, and social media references.
- Click the HTML box.
The HTML window appears.
- Make the necessary changes and click Apply.
- Click Save.
- Click the Save drop-down arrow and click Publish Draft.
Share items with the public
Several layer views, maps, and apps included in the Social Equity Analysis solution must be shared with everyone so they can be accessed by the public on the Social Equity Analysis site.
To share items with the public, complete the following steps:
- Verify that you are signed in to your ArcGIS organization and browse to the Social Equity Analysis folder.
- Next to each of the following items, check the check box:

- Click Share.
- In the Share window, click Everyone (public) and click Save.
The Warning: Sharing editable layers publicly message appears notifying you that you are sharing editable layers publicly.
- Click Update.
