Importing a plan

Esri Redistricting provides the ability to import plans for sharing between other systems and applications.

  1. On the File ribbon, click Import.
  2. Choose the format type you want to import:
    • Fixed Text Format— allows you to create a plan from a block equivalency file
    • Using Shape file— allows you to create a plan from a shape file
  3. Browse to the file to import.
  4. Click Open.

    The Select Import Format dialog box appears.

  5. Select the census year.
  6. Select the source geography.

    Esri Redistricting supports importing state plans and county plans. To import state or county plans, expand the state or county group and select the corresponding source geography.

    Note:

    The data hierarchy and import format will automatically be determined from the import file. You will only need to verify these fields are correct or make updates as needed.

  7. Select the district caption from the drop-down menu.
  8. Define the maximum deviation percent.

    By default, the maximum deviation percent is 10%. However, you can modify this value based on your organization's redistricting deviation requirements.

  9. If importing a fixed text format file, review the import format (optional).
  10. If importing a shape file, select the district field from the drop down menu (optional).

    Field options are based on the attributes in the shape file.

  11. Click OK.

    Esri Redistricting processes the import file. An Import dialog box displays missing and bad block information.

    Note:

    You can check the option View Report to view an HTML report that identifies the processing problems. On the HTML report, you will find a series of calculations. These calculations are described below.

    CalculationDescription

    Number of Districts

    The number of districts the application found in the import file.

    Number of Empty Districts

    The number of districts in the import file that contain no assignments.

    For example, if the maximum district number is 10, and there are no entries for districts 6, 7, and 8, the number of empty districts is 3.

    Number of Incorrect Blocks

    The number of blocks that are in the import file, but are not in the source geography.

    Number of Blocks Not Found

    The number of blocks that are in the source geography but not in the import file.

    Number of Unassigned Blocks In File

    The number of blocks in the import file that are deliberately assigned as Unassigned.

    Number of Unassigned Blocks

    The number of blocks that will be assigned as Unassigned.

  12. Click OK.
    Note:

    Once a plan is imported, you must turn on demographics for charts and reports to display. By default, imported plans only display geography information, such as assigned and unassigned geographies.
