Esri Redistricting is a web-based application that establishes an online community where users can collaborate and design district plans. It uses GIS mapping technology, Esri data, and the latest available census data, to allow state and local governments to create prototypes of multiple redistricting scenarios before finalizing new boundaries.
When you launch Esri Redistricting, at the top of the application, you will see the version number you are using. The version number is a configuration that can be enabled. You can opt to hide the version number and display only the Esri Redistricting product name.
Creating district plans
Creating plans is simple with Esri Redistricting. The New Plan wizard steps you through creating a district plan. You can also work with existing plans, open shared plans, or import plans created using the ArcGIS Desktop Districting Add-on. Plans can be customized using census geographies such as blocks or tracts.
Tracking census statistics
Esri Redistricting allows you to create district assignments at various census geographies. You can also track the demographic information that is important to your plan. During the districting or redistricting process, statistics are updated dynamically for each district. The demographic population totals are displayed in the Demographics table. You can turn demographics on and off to focus on specific demographic groups during plan creation and editing.
Editing district plans
In the districting process, source geography units, such as census blocks, are selected so they can be assigned to a district. You can make assignments at various levels of census geographies such as block, block group, tracts, VTDs, or counties. You can also add locks to districts or census geographies to limit further modifications. Use the mark-up tools to collect and provide feedback on proposed redistricting plans.
Groups and collaboration
With Esri Redistricting, you can create focus groups and organize group members. Plans can be shared between users to promote collaboration during the redistricting process. The plan comparison feature allows you to overlay two redistricting plans to identify geography differences. You can export plans to fixed text files and shapefiles for use in compatible applications.
Reports and charts
Using Esri Redistricting, you can create charts to display population distributions or generate reports in PDF, Microsoft Excel, or HTML format. Various reporting formats are available, such as Population Summary, District Geography, Unassigned Geography, and VAP Summary.
With Esri Redistricting, you can generate charts for the plan histogram, plan distribution, and district distribution. Charts can also display district-specific data.
ArcGIS Online integration
Esri Redistricting allows you to publish plans to ArcGIS Online to share and collaborate with other users in the community. You can publish a plan as a map package, KML, or feature layer and share the plan with other members of the ArcGIS Online community or limit access to groups of which you are a member.
