Yes. Creating custom navigation maps with your organization's assets, locators, and roads requires ArcGIS Pro 1.2 or later. Creating travel modes and using feature editing templates requires ArcGIS Pro 1.4 or later. Sharing MMPKs through the Share tab (where packaging and sharing is accomplished in a single step) requires ArcGIS Pro 2.2 or later. In earlier versions of ArcGIS Pro, MMPKs can be created and shared with the Create Mobile Map Package and Share Package tools. See Prepare maps for details.
This depends on whether you want to use an Esri-provided navigation map as it is, create your own navigation map with entirely your own data, or modify an Esri-provided navigation map. You may also need additional licenses depending on how you want to modify an Esri navigation map. If you want to use an Esri-provided navigation map as it is, you only need an ArcGIS Navigator license. If you want to create your own navigation map with your own data, or you want to modify an Esri navigation map, see the licensing requirements for preparing maps for more information.
All members of an ArcGIS organization can download and install ArcGIS Navigator. However, the app will not function unless the member is signed in and the account has been configured with a license. The administrator of the organization assigns and manages Navigator licenses. If you have an ArcGIS Online account, see Manage licenses for details. If you have an ArcGIS Enterprise account, first configure ArcGIS Navigator licenses for your organization. Then, see Configure the portal to support ArcGIS Navigator.
Use your ArcGIS organizational account to share custom navigation maps with mobile workers, so when they sign in to Navigator, they can download those maps to their devices to use offline. You can do this by sharing a mobile map package in ArcGIS Pro. See Package and share the MMPK for additional information. When using this tool, you can share publicly, with only your organization, or with members of a group. You can also update who the map is shared with by signing in to your ArcGIS organizational account. For your mobile workers to use the map in Navigator, it must be shared with them. Yes. Create route layers in ArcGIS Online, ArcGIS Enterprise, and ArcGIS Pro and share them with your organization for use in Navigator. See Create shared routes for details.

Yes. By using Navigator links in your app, website, or email, your users can open Navigator. Specify a destination and Navigator shows a route, or populate other data in the app, such as a map, shared route, route starting point, or custom travel mode. See Open Navigator from a link for details.
Navigator allows you to route to your assets and navigate offline. While there are no plans to add new capabilities to Navigator, it will continue to be supported. New capabilities will be part of the new ArcGIS Field Maps app. ArcGIS Field Maps will be the only app your mobile workforce needs to complete their map-centric workflows. They will be able to collect data, mark up maps, capture location tracks, complete assignments, and navigate to assets all from one app. The ArcGIS Field Maps app has a beta program and will be released in three phases, the first of which will be made available in Q3 2020.
