Configure Tax Parcel Data Management

Tax Parcel Data Management can be used to develop an inventory of tax parcels from record information and share this information with internal and external stakeholders.

In this topic, you'll learn how to configure the Tax Parcel Data Management solution to meet specific needs of your organization.

Organize your data

Tax parcels are generally conveyed through platted subdivisions, surveys, and other legal documents and used to describe taxable units of land. These taxable units are then used to assess the value of land and any improvements made on it.

Current and historical tax parcels can be loaded into the Tax Parcel Data Management solution. Four foundational parcel types (Tax Parcels, Subdivisions, RightsOfWay, and Easements) are included and are extensions of the Parcel Fabric.

Configure Tax Parcel Data Management

The Tax Parcel Data Management solution includes an ArcGIS Pro project and sample data you can use to explore data management workflows. When you are ready to configure the project, a series of tasks are included to help you review the schema, make modifications to the maps and layers, load your data, and optionally migrate into ArcGIS Enterprise.

  1. Sign in to your ArcGIS organization and browse to the Tax Parcel Data Management Desktop Application Template.
  2. Open the item page and click Download.
  3. Unzip and open the Tax Parcel Data Management ArcGIS Pro project.
  4. On the View tab, in the Windows group, click Catalog Pane.
  5. In the Catalog pane, expand the Tasks folder, and double-click the Tax Parcel Data Management task.
  6. In the Tasks pane, expand the How to Configure Tax Parcel Data Management task group.

Define spatial reference

The Tax Parcel Data Management project comes with two file geodatabases. Tax Parcel Data Management Sample.gdb contains data designed to help test workflows supported in the solution.

Tax Parcel Data Management.gdb is an empty geodatabase with the same schema and a spatial reference set to Web Mercator. You can use this geodatabase to define your spatial reference and load your data.

Note:

Alternatively, you can specify a coordinate system in the data frame of the Editing map instead of defining your spatial reference in the geodatabase. This will allow you to edit in your local coordinate system and store the data in Web Mercator.

To define the spatial reference, follow the steps in the Define spatial reference task.

Review and configure schema

The Tax Parcel Data Management project comes with a predefined schema that describes the feature classes, relationship classes, and domains included in the Tax Parcel Data Management geodatabase.

To modify the Tax Parcel Data Management layers, follow the steps in the Review and configure schema task.

Load your data

When you have completed any schema modifications, you can load your existing data into the Tax Parcel Data Management layers by following the steps in the Load your data task.

Configure maps, layers, and rules

The Editing map comes with a collection of predefined feature templates used to construct new features. You may want to update the feature templates, modify which construction tools are available, or change the default attributes to be applied when the feature is created.

The Tax Parcel Data Management solution can use attribute rules to help automate many of the editing workflows.

To modify the map, feature templates, and add attribute rules, follow the steps in the Configure maps, layers, and rules task.

Load into ArcGIS Enterprise

While everything included with the Tax Parcel Data Management solution is supported in a file geodatabase, some organizations may choose to manage this data in ArcGIS Enterprise. In ArcGIS Enterprise, the Tax Parcel Data Management solution requires branch versioning to evaluate the validation rules, and branch versioned datasets need to be published as a feature service to edit in ArcGIS Pro.

To copy the Tax Parcel Data Management schema into ArcGIS Enterprise and publish as a branch versioned feature service, follow the steps in the Load into ArcGIS Enterprise task.

Share tax parcel data

The Tax Parcel Data Management solution includes a task that can be used to share tax parcel information with stakeholders in your organization.

To publish tax parcels, follow the steps in the Share tax parcel data task.

Note:

The task includes instructions to publish tax parcels to the layer used in the Equitable Property Value solution.

Create Tax Parcel Basemap

Note:
This workflow is optional and doesn't need to be completed in order to work with the solution.

The Tax Parcel Basemap map includes tax parcels, subdivisions, easements, and right-of-way layers and a customized world topographic basemap. The world topographic basemap symbology and labeling were modified, and layers that were not needed were removed.

Publish Tax Parcel Basemap layers

Publish the Tax Parcel Basemap layers to your organization as a tile layer. The basemap layers must be published as a tile layer for the layers to be added to the Tax Parcel Basemap tile layer.

  1. Open the Tax Parcel Data Management ArcGIS Pro project, and click the Tax Parcel Basemap Layer map.
  2. To share the tax parcel basemap layer as a vector tile layer, do the following:
    • For Layer Type, choose Vector Tile.
    • Uncheck the Feature check box.
    • Click Publish

To verify that the layer published successfully, in a browser, sign in to your ArcGIS organization, browse to the Tax Parcel Basemap Layers tile layer, and open the item page. In the item page, open the layer in Map Viewer. Then, you can zoom to the tile layer to ensure that the layer is visible.

Edit the root.json

Add the Tax Parcel Basemap Layers URL to the root.json file provided. Adding the URL adds the Tax Parcel Basemap Layers tile layer to the Tax Parcel Basemap tile layer. The root.json file is also used to define the Tax Parcel Basemap and Tax Parcel Basemap Layers symbology, labeling formatting, definition queries, scale dependencies, and so on.

  1. Sign in to your ArcGIS organization and browse to the Tax Parcel Basemap Layers tile layer.
  2. Open the item page, and in the URL section, and click Copy.
  3. In File Explorer, browse to the root.json file and open it in a text editor.
  4. Use the find and replace feature to locate TaxParcelBasemapLayers and replace the text with the URL you just copied.
  5. Save the file and close the text editor.

Upload style

Update the Tax Parcel Basemap tile layer using the root.json file edited in the previous section.

  1. Verify that you are signed in to your ArcGIS organization and browse to the Tax Parcel Basemap tile layer.
  2. Open the item page and click Update.

    The Update Style File window appears.

  3. Click Choose File and browse to the root.json file.
  4. Click the root.json file and click Update Style File.

Create a custom basemap gallery

Add the Tax Parcel Basemap to your organization basemap gallery.

Create a group for your basemaps

Create a group that will contain the maps you want to include in your custom basemap gallery. The maps in the group will appear in the basemap gallery in Map Viewer.

To create a basemap group, do the following:

  1. Provide a group name and tags. You can also add a short summary.
  2. For Who can view this group, choose Organization members only.
  3. For Who can view this group, choose Organization members only.
  4. Click Save.

Add maps to the basemap group

Create a map or maps specifically to use as a basemap to be added to the basemap group. The maps added to the basemap group will become a basemap choice.

To create a basemap map, do the following:

  1. After the Tax Parcel Basemap has been moved to the Base section, click Options Options next to World Topographic Map and click Remove.
  2. Repeat the previous step to remove the World Hillshade layer.
  3. Save the map and share is with the basemap gallery group you created in the previous section.
    Tip:

    Choose a share level for the map.

Set basemap gallery group

Update your organization's basemap gallery group settings to display your custom basemap group.

  1. Browse to your organizations map settings.
  2. Choose the basemap gallery group created in the previous section.
  3. Choose the Tax Parcel Basemap in the basemap gallery.

Replace Tax Parcel Basemap Layers

Publish the updated tax parcel basemap layers to your organization as a tile layer. Then update Tax Parcel Basemap Layers after edits have been made to the data using the Replace Web Layer geoprocessing tool.

Publish replacement tile layer

  1. Open the Tax Parcel Data Management ArcGIS Pro project, and click the Tax Parcel Basemap Layer map.
  2. To share the tax parcel basemap layer as a vector tile layer, do the following:
    • For Layer Type, choose Vector Tile.
    • Uncheck the Feature check box.
    • Click Publish.

To verify that the layer published successfully, in a browser, sign in to your ArcGIS organization, browse to the Tax Parcel Basemap Layers tile layer, and open the item page. In the item page, open the layer in Map Viewer. Then, you can zoom to the tile layer to ensure that the layer is visible.

Replace Tax Parcel Basemap Layers

The Replace Web Layer geoprocessing tool allows you to replace a hosted vector tile layer in your organization with content from a second hosted vector tile layer. When you replace a vector tile layer, the content of the layer is replaced with the content of the second layer. Because the item ID and URL of the layer do not change, the root.json file does not need to be updated to reference a new layer.

  1. Open the Tax Parcel Data Management ArcGIS Pro project, and click the Tax Parcel Basemap Layer map.
  2. To replace the tax parcel basemap vector tile layer, do the following:
    • For Target Layer, enter the Tax Parcel Basemap Layer replacement layer service URL or item ID.

    You can browse to the tile layer or drag it from the catalog view or Catalog pane to the Target Layer input box. Alternatively, you can copy and paste the layer's service URL or item ID.

    • For Update Layer enter the Tax Parcel Basemap Layer service URL or item ID.
    • Click Run.

      When the tool completes, the target layer is replaced by the update layer. The archive layer is stored in the folder location of the target layer.

To verify that the layer was replaced successfully, in a browser, sign in to your ArcGIS organization, browse to the Tax Parcel Basemap Layers tile layer, and open the item page. In the item page, open the layer in Map Viewer. Then, you can zoom to the tile layer to ensure that the updates are visible.
