To use ArcGIS Dashboards, the following requirements must be met. You can use the app in any of the supported languages.
Dashboards look best when viewed in web browsers on desktops and tablet devices. For best performance, use the latest version of a browser listed below.

For the best viewing experience on browsers running on tablets and smartphones, design the dashboard to look good when displayed on such a reduced form factor. To do this, many desktop browsers have built-in developer tools that can be used to simulate a mobile device. This can give you a close approximation as to how your dashboard will look when viewed; always test your dashboard on real devices before sharing with your audience.
Accessing dashboards with earlier browsers, such as Microsoft Edge 14, may result in an inconsistent user experience.
ArcGIS account requirements
The ArcGIS account requirements for Dashboards depend on the use case.
Anyone, including anonymous users, can view dashboards that have been shared publicly. Viewing a dashboard that isn't shared publicly requires that you be a member of an ArcGIS organization.
To create dashboards, you must be a member of an ArcGIS organization with a user type that includes privileges to create content.
Dashboards supports all the languages ArcGIS Online supports.
The language used by the app is determined by your browser's language setting if you are not signed in to an organization. If you are signed in, the language is determined by the language settings of your ArcGIS user profile.
