Configure Equitable Property Value

Learn how to configure the Equitable Property Value solution to meet specific needs in your organization.

Organize your data

The Equitable Property Value solution can be used to share authoritative property information on smartphones, tablets, and desktop computers so that you can combat misinformation. In many cases, you may have this information in ArcGIS, Computer Assisted Mass Appraisal (CAMA), tax accounting, or billing systems.

Non-spatial current and historical data can be exported from (CAMA), tax accounting, or billing systems in a comma-delimited text file (CSV file) or spreadsheet and imported into the Equitable Property Value solution. Four foundational feature layers (TaxParcel, AssessmentNeighborhood, FloodZones, TaxParcelSales) and six hosted tables (CountyValueHistory, NeighborhoodValueHistory, TaxDistribution, TaxParcelsImprovements, TaxParcelsLands, TaxParcelsValuesHistory) are required.

Feature LayerDescription

TaxParcel

Divisions of land for the sole purpose of equitable taxation, combined with assessing and tax information from CAMA and Tax systems.

AssessmentNeighborhood

A feature layer containing the geographic extents of assessment neighborhood areas.

FloodZones

FEMA flood hazard areas identified on the Flood Insurance Rate Map.

TaxParcelSales

A feature layer used to store qualified sales, or a legally binding agreement between two parties, that results in the purchase or transfer of real property.

Hosted TableDescription

CountyValueHistory

A hosted table that contains historic values for county wide averages.

NeighborhoodValueHistory

A hosted table that contains historic values for assessment neighborhood averages.

TaxDistribution

A hosted table that contains tax distribution information for parcels.

TaxParcelsImprovements

A hosted table that contains data for improvements that are associated with tax parcels.

TaxParcelsLands

A hosted table that contains data for lands that are associated with tax parcels.

TaxParcelsValuesHistory

A hosted table that contains historic values for parcels.

Load your data

The feature layers and hosted tables included in the Equitable Property Value solution include field descriptions and value type information to help you understand the data. After reviewing the data requirements in the Organize your data section, load your organization's data into the Equitable Property Value solution.

Load tax parcels and assessment information

You can load data for the TaxParcel, AssessmentNeighborhood, FloodZones, and TaxParcelSales feature layers from a shapefile or file geodatabase by following the steps below:

  1. Create a .zip file of your shapefile.
  2. In your ArcGIS organization, browse to the feature layer you want to populate.
  3. On the feature layer item details page, click Update Data and select Append Data to Layer.
  4. Under Filename, click Choose File.
  5. Browse to your .zip file and click Open.
  6. Under Contents, select Shapefile.
  7. Click Upload and Continue.
  8. Choose the layer that you want to load data into and the layer that contains the updated data.
  9. Uncheck Update existing features.
  10. Click Show field matching and map the fields between the two layers.
  11. Click Apply Updates.
Tip:

To make additional updates to a hosted feature layer, see Append data to layers.

Tip:

You can use the Data Assistant add-in, which is part of the Community Data Aggregation solution, to load your data into the TaxParcel feature layer. The Data Assistant add-in allows you to update and load data manually or on a schedule.

Load related parcel information

To configure the hosted tables in ArcGIS, you may use the sample .csv files included with the solution (CountyValueHistorySources.csv, NeighborhoodValueHistorySources.csv, TaxDistributionSources.csv, TaxParcelsImprovementsSources.csv, TaxParcelsLandsSources.csv, TaxParcelsValuesHistorySources.csv).

To load related parcel information from a spreadsheet, complete the steps below:

  1. Sign in to your ArcGIS organization and browse to the TaxParcelsImprovementsSources.csv item.
  2. On the item details page, click Download.
  3. Once downloaded, open the TaxParcelsImprovementsSources.csv and populate the fields from your Computer Assisted Mass Appraisal (CAMA) system.
  4. Alternatively, you can use ArcGIS Pro to populate and calculate these values directly in the hosted table.
  5. In your ArcGIS organization, browse to the TaxParcelsImprovements hosted table.
  6. On the feature layer item details page, click Update Data and select Append Data to Layer.
  7. Under Filename, click Choose File.
  8. Browse to your .csv file and click Open.
  9. Click Upload and Continue.
  10. Uncheck Update existing features.
  11. Click Show field matching and map the fields between the two layers.
  12. Click Apply Updates.
  13. Repeat this process for the remaining hosted tables (CountyValueHistory, NeighborhoodValueHistory, TaxDistribution, TaxParcelsLands, TaxParcelsValuesHistory).

To make additional updates to a hosted feature layer, see Append data to layers.

Modify Assessment Neighborhood Dashboard

The Equitable Property Value solution includes an Assessment Neighborhood Dashboard that can be used to visualize property values comparing a selected property, to a neighborhood, and the entire county. There are two configurations of this dashboard, one configured for larger screens (Assessment Neighborhood Dashboard) and one configured for mobile devices (Assessment Neighborhood Dashboard Mobile). You will need to update the Assessment Neighborhood Dashboard configurations on an annual basis to adjust the comparison dates.

To adjust the tax years used within the Assessment Neighborhood Dashboard and the Assessment Neighborhood Dashboard Mobile, complete the steps below:

  1. Sign in to your ArcGIS organization and browse to the Assessment Neighborhood Dashboard.
  2. From the item page, click Edit Dashboard.
  3. Hover over the upper left corner of the Neighborhood Assessment Average element and click the Configure button.
  4. In the Settings section, update the Tax Year Filter from 2021 to the desired tax year and click Done.
  5. Hover over the upper left corner of the Countywide Assessment Average element and click the Configure button.
  6. In the Settings section, update the Tax Year Filter from 2021 to the desired tax year and click Done.
  7. Hover over the upper left corner of the Parcel Value Percent Change element and click the Configure button.
  8. In the Settings section, update the Tax Year Filter from 2021 to the desired tax year and click Done.
  9. In the Reference section, update the Tax Year Filter from 2018 to the desired tax year and click Done.
  10. Hover over the upper left corner of the Assessment Value Percent Change element and click the Configure button.
  11. In the Settings section, update the Tax Year Filter from 2021 to the desired tax year and click Done.
  12. In the Reference section, update the Tax Year Filter from 2018 to the desired tax year and click Done.
  13. Hover over the upper left corner of the Countywide Value Percent Change element and click the Configure button.
  14. In the Settings section, update the Tax Year Filter from 2021 to the desired tax year and click Done.
  15. In the Reference section, update the Tax Year Filter from 2018 to the desired tax year and click Done.
  16. Hover over the upper left corner of the Value Change % since 2018 element and click the Configure button.
  17. Update the year text to the desired tax year.
  18. After you are satisfied with the content and appearance of the dashboard, click Save.
  19. Repeat steps 1-18 for the Assessment Neighborhood Dashboard Mobile.

Modify Tax Liability Calculator

The Equitable Property Value solution includes a Tax Liability Calculator that can be used to estimate tax liability for a property.

Review the preconfigured questions and adjust as necessary to fit your needs.

Modify Survey

  1. Verify that you are signed in to your ArcGIS organization and browse to the TaxLiabilityCalculator feature layer.
  2. On the item details page, click Data and then click Fields.
  3. Click Add to add a new field, enter the field information, and click Add New Field.
  4. Click Overview and then Open in Map Viewer Classic.
  5. Click the More Options button on the appropriate feature layer or hosted table, and click  Set View Definition.
  6. Click Define Fields.
  7. Scroll to the newly created field and check the box. Click Apply.

    The new field is added to the view’s definition.

  8. Click Tax Liability Calculator and download the survey.
  9. Click Tax Liability Calculator again to open the survey.
  10. On the left pane, click  the Open XLSForm spreadsheet.
  11. Revise the survey logic to reflect the calculation for tax liability in your community.
  12. Save the Microsoft Excel spreadsheet and preview your changes in Survey123 Connect.
  13. In Survey123 Connect, click Publish in the left pane to publish your changes.

Configure Equitable Property Value app

The Equitable Property Value solution includes the Equitable Property Value app that your organization can configure with your branding and use to share property value information with the public.

Update branding

ArcGIS Experience Builder provides a framework to create both large screen & small screen (mobile) views within the same app. Most elements of the app dynamically scale between the two screen sizes, however there are some elements that are optimized for mobile screen size. We will note when to switch to the mobile custom view.

  1. Verify that you are signed into your ArcGIS organization and browse to the Equitable Property Value app.
  2. From the item page, click Edit.
  3. Hover over the Header and click Edit Header.
  4. Click the image in the Header, then click Select an image.
  5. Click Upload, select your organization's logo, and then click Open.
  6. In the Header, double click the My Assessor text and add your assessor information.
  7. In the Body, double click the mission text and add your information.
  8. In the County by Numbers row, double click the values of each statistic and update with your information.
  9. Hover over the Footer and click Edit Footer.
  10. Update the Footer with your organization's information and logo.
  11. At the top of the page, click Edit your page for small screen sizes.
  12. Repeat steps 2-6 for the small screen size configuration.
  13. At the top of the page, click Save.
  14. Click Publish.
Note:

You should only edit the Home page, the other pages will be updated with your branding updates automatically.

Share items with the public

Several feature layer views, maps, and apps included in the Equitable Property Value solution must be shared with everyone so they can be accessed by the public. To share your Equitable Property Value items with everyone, use the guide below and complete the following steps:

  1. Verify that you are signed in to your ArcGIS organization and browse to the Equitable Property Value folder.
  2. Check the check box next to each of the items below:

  3. Click Share.
  4. In the Share window, click Everyone (public) and click Save.

    The Update sharing message appears notifying you that you need to update the share permissions of the feature layers and hosted tables within the Equitable Property Value app.

  5. Click Update.
