Incident Awareness and Assessment can be used to maintain situational awareness during military domestic operations.
In this topic, you'll learn how to configure the Incident Awareness and Assessment solution to meet specific needs of your organization.
Modify the survey
Note:
This workflow is optional and does not need to be completed to work with the solution.The Incident Awareness and Assessment solution includes one survey: the Lifelines Reporter. The survey can be configured to see the previous updates made to the lifeline status, over the life span of the incident or emergency. Configuring the survey to see the previous updates will ensure information is maintained with subsequent updates, and allows past information to be documented.
To modify the Lifelines Reporter editor form, complete the following steps:
- Sign in to your ArcGIS organization and browse to the LifelineStatus hosted table.
- From the item page, scroll to the lower right to the URL.
- Next to the URL, click Copy to copy the REST endpoint.
- Paste the copied URL to a text editor.
- Install ArcGIS Survey123 Connect.
- Start ArcGIS Survey123 Connect and sign in to your ArcGIS organization.
- Click Lifelines Status to download the survey.
- In the Download window, click Download and click OK.
- Click Lifelines Status to open the survey.
- At the bottom of ArcGIS Survey123 Connect, click the Scripts button.
- Search for the following, replacing the text "placeholderURL" with the feature service URL of the Lifelines Status table you copied in an earlier step."placeholderURL";
- Click the gray check box next to GetLastLifeLines.js
- At the bottom of ArcGIS Survey123 Connect, click Form.
- In ArcGIS Survey123 Connect, in the left toolbar, click Publish to publish your changes.
- Review your updates, click Next, and click Publish Survey.
Organize your data
Note:
This workflow is optional and does not need to be completed to work with the solution.The Incident Awareness and Assessment solution is supported without requiring data. However, some organizations may have civilian infrastructure and military facility data that can be loaded into layers in the solution.
Before you load data, it is important to ensure your data has the appropriate information and is organized correctly to make use of the solution. To match the layer schema, you can either download the provided layers and modify your data's fields and domains before loading, or calculate fields to match after appending your data in the Load data from a shapefile or file geodatabase section below.
Civilian infrastructure
Many communities have identified civilian infrastructure facilities vital to a community's safety and security, for example, power plants, water treatment facilities, and other systems. A civilian infrastructure layer is included in the solution based on the infrastructure sectors defined by the United States federal government. You can load data into this layer and make it available to the solution or, if you do not have this data, you can use the IAA Manager app to add the location and related information to the map.
The civilian infrastructure data should have the following required fields and values:

Name of Facility | The name of the civilian infrastructure facility. |
Sector | A value from one of the defined sectors: such as Chemical Sector, Commercial Facilities, Communications, Critical Manufacturing, Dams, Defense Industrial Base, Emergency Services, Energy, Financial Services, Food and Agriculture, Government Facilities, Healthcare and Public Health, Information Technology, Nuclear Reactors, Materials and Waste, Transportation Systems, Water and Wastewater Systems, and Others. |
Military facilities
When conducting domestic operations, knowing the location of military facilities in and around the area of operations is important for planning maintenance, remain overnight facilities, receiving, supply, and other support functions. A military facilities layer is included in the solution. You can load data into this layer and make it available to the solution or, if you do not have this data, you can use the IAA Manager app to add the location and related information to the map.
The military facilities data should have the following required fields and values:
Field alias name | Description |
---|---|
Name | The name of the base or military facility. |
Service Branch | A value from one of the defined branches. Service branch options are the following: Air Force, Army, Coast Guard, Joint, Marine Corps, Navy, or Space Force. |
Facility Type | A value from one of the defined options. Facility type options are the following: Airbase/Airfield, Ammunition Depot, Armory, Base, Dockyard/Shipyard, Facility, Installation, Logistics Center, Maintenance Facility, Missile Launch Facility, Other, Proving Ground, Readiness Center, Recruiting Office, Reserve Center, Submarine Base, and Training Center. |
Load data from a shapefile or file geodatabase
Note:
This workflow is optional and does not need to be completed to work with the solution.Optionally, you can load existing data into the civilian infrastructure or military facilities using the append tools available in ArcGIS Online.
To load data from a shapefile or file geodatabase, complete the following steps:
- Create a .zip file of your shapefile or file geodatabase.
- Verify that you are signed in to your ArcGIS organization and browse to either the CivilianInfrastructure or MilitaryFacilities layer.
- From the item page, click Update Data.

You may need to click the expand button
to see all options.
- Follow the steps in the Update data wizard to load your data.
- Repeat these steps to load existing data into other layers.

Configure incident maps
Note:
This workflow is optional and does not need to be completed to work with the solution.The Incident Awareness and Assessment solution can be extended, modified, or optimized to meet the needs of your organization.
The Military Features Map is already configured with several Natural Hazard Live Feeds and Foundational Infrastructure data from ArcGIS Living Atlas of the World. The other maps included with the solution can be configured with features from ArcGIS Living Atlas of the World or your own organizational data.
To configure incident maps, complete one or both of the following steps:
- Add your layers to maps and apps—You can add your authoritative layers to the maps and apps in the solution. For example, you may have other layers you'd like to edit or visualize and summarize to help you map the incident and understand the impact in the IAA Manager app. To do this, add the layer to the web map, configure the layer and configure the Edit widget or configure the Near Me widget.
- Add ArcGIS Living Atlas content—You can add layers from ArcGIS Living Atlas of the World, the foremost collection of geographic information from around the globe. It includes several live feed layers that can help intelligence staff members understand up-to-date information related to weather, incident, and emergency information.
