Broadband Outreach can be used to understand broadband coverage and promote actions being taken to address the digital divide.
In this topic, you’ll learn how to configure the Broadband Outreach solution to meet specific needs in your organization.
Load data from a shapefile or file geodatabase
To load data from a shapefile or file geodatabase, complete the following steps:
- Create a .zip file of your shapefile or file geodatabase.
- Sign in to your ArcGIS organization and browse to the BroadbandProjects feature layer.
- From the item page, click Update Data.
- Follow the steps in the Update data wizard to load your data.
- Repeat these steps to load data into the WiFiLocations feature layer.

Modify Broadband Speed Test survey
To modify the Broadband Speed Test survey reporting area choice list, complete the following steps:
- Install ArcGIS Survey123 Connect.
- Start ArcGIS Survey123 Connect and sign in to your ArcGIS organization.
- Click Broadband Speed Test to download the survey.
- In the Download window, click Download and click OK.
- Click Broadband Speed Test to open the survey.
- On the left, from the side toolbar, click the XLSForm button.
- At the bottom of the Microsoft Excel spreadsheet, click the choices tab.
This tab comprises all the selectable options for survey questions.
- Update the providerlist choice list to reflect the internet service providers (ISP) available in your area.
- Revise the survey to reflect your needs.
- Save and close the Microsoft Excel spreadsheet and preview your changes in ArcGIS Survey123 Connect.
- In ArcGIS Survey123 Connect, in the left toolbar, click Publish to publish your changes.
- Click Publish survey to publish your changes, and then click OK.
Configure Public WiFi Locator app
Configurable apps have common configuration options that you may want to extend. The Public WiFi Locator app can be extended to allow directions from your current location.
To configure the Public WiFi Locator app to provide directions to the nearest location, complete the following steps:
- Verify that you are signed in to your ArcGIS organization and browse to the Public WiFi Locator app.
- From the item page, click Configure.
Close the Welcome to the App Setup Page splash page, if necessary.
- In the left side panel, make sure you are in Full Setup mode and click Nearby.
- Click Options then click the Show directions toggle button.
- Check the check box next to layers you want to include a directions link for.
- Click Publish.
- Click Confirm.
The Authorize premium content window appears indicating the number of credits consumed.
- Click Authorize.
- Click Confirm.
- Click Launch.
Configure the Broadband Outreach site
The Broadband Outreach solution includes the Broadband Outreach ArcGIS Hub site. This site can be configured with your organization's branding and used to share broadband information with the public.
Update with organizational information
After deploying the Broadband Outreach solution, the Broadband Outreach Hub site layout only requires a few updates to fit your local context.
To update the site with your organizational information, complete the following steps:
- Verify that you are signed in to your ArcGIS organization and browse to the Broadband Outreach site.
- From the item page, click Configure.
- Scroll to any sections that you want to update, hover over the card, and click the edit pencil that appears in the horizontal toolbar, and then edit the content with information specific to your organization.
- In the side panel, click Footer.
A custom footer is provided. In most cases, you will need to update it with your organization's branding, contact information, and social media references.
- Click the HTML box.
The HTML window appears.
- Make the necessary changes and click Apply.
- Click Save.
- Click the Save drop-down arrow and click Publish Draft.
Share items with the public
Several layer views, maps, and apps included in the Broadband Outreach solution must be shared with everyone so they can be accessed by the public on the Broadband Outreach site.
To share items with the public, complete the following steps:
- Verify that you are signed in to your ArcGIS organization and browse to the Broadband Outreach folder.
- Next to each of the following items, check the check box:

- Click Share.
- In the Share window, click Everyone (public) and click Save.
The Warning: Sharing editable layers publicly message appears notifying you that you are sharing editable layers publicly.
- Click Update.
Add equity and inclusion app (optional)
Optionally, an equity analysis index can be created by program analysts. After it is published, it can be shared with the general public through a web mapping application. This app can be used to see how need is distributed across the community.
To add an app link to the equity and inclusion section, complete the following steps:
- Verify that you are signed in to your ArcGIS organization and browse to the Broadband Outreach site.
- From the item page, click Configure.
- If necessary, click the Edit button to open the site editor.
- Scroll to the Equity and Inclusion section, click the edit pencil , and update the button hyperlink.
- Make the necessary changes and click Apply.
- Click Save.
- Click the Save drop-down arrow and click Publish Draft.
