Use Signal Management

The Signal Management solution delivers a set of capabilities that help state and local governments collect roadway signals, cabinets and poles, conduct routine inspection and maintenance assignments, and understand asset conditions.

In this topic, you’ll learn how to use the solution by assuming the role of a user and performing the workflows below.

Manage signal data

The first step an organization must take is to create an authoritative signal collection.

You will first assume the role of a mapping technician responsible for maintaining an authoritative signal collection for your organization. The Signal Data Management ArcGIS Pro project includes a series of tasks to help guide you through these workflows.

Get started

First, you will download an ArcGIS Pro project.

  1. In a browser, sign in to your ArcGIS organization, and then browse to the Signal Management solution.
  2. Download the Signal Data Management desktop application template, and then unzip the folder.
  3. From the unzipped folder, open the Signal Data Management project.
  4. In the Catalog pane, expand the Tasks folder, and then double-click the Signal Data Management task.
    Note:

    If you do not see the Catalog pane, from the View tab, in the Windows group, click Catalog Pane.

  5. In the Tasks pane, click the Getting Started task group to expand the collection of tasks.

    Signal Data Management is used to load, create, and edit foundational signal, cabinet and pole data used in the Signal Management solution.

  6. Before proceeding to subsequent tasks, follow the instructions in the Add layers task to add the feature layers deployed with the solution.

Load, create, and modify signal, cabinet and pole data

The solution uses three foundational feature layers: Signals, Cabinets and Poles. These layers contain the locations of signals, cabinets and poles managed by the organization or another agency. The solution stores these layers as points.

The tasks included with the Signal Data Management ArcGIS Pro project will help you manage your data, depending on your needs and existing data:

  • If your organization has existing signal, cabinet and pole data, use the tasks located in the Load existing signal data task group. These tasks help you load your point data into the Signals , Cabinets and Poles feature layers.

  • If you do not have any existing data, use the tasks located in the Create new signal data task group. These tasks help you create new signal, cabinet and pole data.

Collect and assess signals, cabinets and poles in the field

In many cases, a field assessment of signals, cabinets and poles may be the most efficient way to develop an authoritative collection. Information collected in the field can also enhance and verify signals, cabinets and poles loaded using the Signal Data Management ArcGIS Pro project. Recording signal, cabinet and pole condition through routine and ad hoc inspections provides important information needed to plan improvements.

You will now assume the role of a mobile worker responsible for conducting a signal collection in the field as well as condition assessments and recording maintenance activities. In this workflow, you are asked to use the ArcGIS Field Maps mobile app to access your Signal Editor map and collect signals, cabinets and poles in your community.

Collect signals, cabinets and poles in the field

In this workflow, you will collect signals, cabinets and poles in the field.

  1. Download ArcGIS Field Maps onto your mobile device.
  2. Open ArcGIS Field Maps and sign in to your ArcGIS organization.
  3. Tap Signal Editor to open the map.
  4. Tap Add.
  5. Tap on Filter and search for Cabinets
  6. Tap Cabinets.
  7. Drag the map to the correct location, and then click Add Point.
  8. Optionally, tap Take Photo to take and attach a photo.
  9. Optionally, tap Attach to record video and audio and to attach other photos from your device.
  10. Swipe up on the form and provide all the required information in the Details section.
  11. Tap Location to expand the form, and then provide location information as needed.
  12. Scroll to the Ownership section of the form, and then provide cabinet ownership information as needed.
  13. When you're finished, at the top right, tap the check mark or Submit.

  14. Swipe up on the form to review the cabinet's information.
  15. Swipe up on the form to the Related section.
  16. Tap Signals
  17. Tap Add.
  18. Tap Vertical 3 RYG.
  19. Confirm that the map is in the correct location, and then click Add Point.
  20. Optionally, tap Take Photo to take and attach a photo.
  21. Optionally, tap Attach to record video and audio and to attach other photos from your device.
  22. Swipe up on the form and provide all the required information in the Signal Details section.
  23. Tap Location to expand the form, and then provide location information as needed.
  24. Tap Ownership section of the form, and then provide signal ownership information as needed.
  25. When you're finished, at the top right, tap the check mark or Submit.
    Note:

    Your interface may vary depending on the type of mobile device that you use.

  26. Repeat these steps to collect additional signals, cabinets and poles.
    Tip:

    If there are multiple signals related to a single cabinet or pole only repeat steps 15 - 25.

  27. On the Signal Editor map, tap a signal, cabinet, or pole.
  28. Tap Edit.
  29. Optionally, pan the map to update the signal, cabinet or pole location, and then tap Update Point.
  30. Swipe up on the form to modify the signal, cabinet or pole information.
  31. When you're finished, at the top right, tap the check mark or Submit.

Assess signals, cabinets and poles in the field

In this workflow, you will assess signals, cabinets and poles in the field.

  1. On the Signal Editor, tap a signal.
  2. Swipe up on the form to review the signal information.
  3. Swipe up on the form to the Related section.
  4. Tap Signal Maintenance.

    Previously recorded maintenance activities are displayed. When present, tap the maintenance record and swipe up on the form to review the information.

  5. Tap Add.
  6. Swipe up on the form to expand the form.
  7. Tap Type to enter the type of maintenance activity completed.
  8. Tap Date to enter the date that the maintenance activity was completed.
  9. Optionally, tap Status to modify the status of the maintenance record.
  10. Optionally, tap Notes to enter maintenance notes.
  11. When you're finished, at the top right, tap the check mark or Submit.
    Note:

  12. Swipe up on the form to review the recorded maintenance information.
  13. In the Related section, tap Signals.
  14. Tap Edit.
  15. Swipe up on the form to expand the form.
  16. Tap Inspection Details.
  17. Tap Inspection Date to enter the date that the inspection was completed.
  18. Tap Condition to record the condition of the inspected signal.
  19. Optionally, tap Needs Maintenance to flag the signal for maintenance.
  20. Optionally, tap Needs Replacement to flag the signal for replacement.
  21. Optionally, tap Is Retired to retire the signal.
    Note:

    Signals that are retired are removed from the Signal Editor and other maps and applications, but the record is not deleted from the feature layer.

  22. When you're finished, at the top right, tap the check mark or Submit.

  23. Swipe up on the form to review the recorded inspection information.
  24. Repeat these steps to assess cabinets and poles.

Complete field assignments

Mobile workers often receive work through assignments. These assignments help organize tasks and can be used to communicate the status of work to operations and maintenance supervisors.

In this workflow, you will complete a field assignment.

  1. Download ArcGIS Workforce onto your mobile device.
  2. Open ArcGIS Workforce and sign in to your ArcGIS organization.
  3. Tap the Signal Assignments map.
  4. In the To do list, tap an assignment to view its location on the map and see details about the assignment.
  5. In the assignment details, tap Directions to see a list of installed navigation apps, and then tap the app you want to use and allow ArcGIS Workforce to open it.

    The app opens, generating a route to your assignment.

  6. In the assignment details, tap Start to begin working on an assignment.
  7. Optionally, tap Add Note to enter information for the operations and maintenance supervisors, and then tap Done.
  8. Optionally, tap Take Photo to take and attach a photo.
  9. Optionally, tap Attach to record video and audio and to attach other photos from your device.
  10. Swipe up and tap Open in Signal Field Map.

    Signal Editor opens in ArcGIS Field Maps and defaults to the location of the assignment. When conducting an inspection, the signal, cabinet, or pole inspection form automatically opens for you.

  11. After you have finished collecting data or recording work in Signal Editor, return to the ArcGIS Workforce app.
  12. To pause, decline, or reset the assignment, tap the Overflow button Overflow and tap the appropriate status, or tap Cancel.
  13. In the assignment details, tap Finish when you have completed the assignment.
  14. Optionally, tap To Do and tap Completed to view your completed assignments.
  15. Optionally, tap Sync Sync (when there are no pending edits) (Sync (when there are pending edits) if you have edits that aren't synced) and tap Sync Now to sync them.

    Changes to the status of your assignments automatically syncs with your ArcGIS organization at the default interval of every 15 minutes.

Add or modify signals, cabinets, or poles from the office

Sometimes, when you need to quickly edit your inventory based on plans or updated information, you need to edit your signal collection from the office.

In this workflow, you will assume the role of a mapping technician who needs to make some adjustments to the signal collection.

  1. In a browser, sign in to your ArcGIS organization.
  2. At the top of the site, click Groups.
  3. Browse to the Signal Maintenance group.
  4. Open the Signal Editor app.
  5. In the Editor panel, under Create features, click a signal, cabinet, or pole feature template.
  6. Click the map to place the new signal, cabinet, or pole.
  7. Complete the form as needed.
  8. After you finish, click Create to create the signal, cabinet, or pole.
  9. Repeat these steps to collect additional signal, cabinets, and poles.
  10. Now, you will use the Signal Editor app to update signal, cabinet, and pole information.
  11. In the Editor panel, under Edit features, click Select
  12. On the map, select the signal, cabinet, or pole that you want to update.
  13. Modify the signal, cabinet, or pole information as desired, and then click Update.
  14. Scroll to the Maintenance section at the bottom of the form.

    Previously recorded maintenance activities are displayed. When present, click the maintenance record to review and update the information.

  15. Click Add record to record new maintenance details.
  16. Optionally, click Layers to toggle the visibility of the Signals, Cabinets, and Poles layers.
  17. Optionally, click Filter to refine the features displayed in the map.

Solicit requests for service

The Signal Request form can be used to solicit service requests from the public so that small problems can be tackled quickly and efficiently before they become large and costly.

You will assume the role of a resident who needs to submit a request for service.

  1. In a browser, open the Signal Request form.
  2. Select a request type.
  3. Set the service request location either by searching for an address or clicking the map.
  4. Optionally, provide any details about the service request.
  5. Optionally, take or attach a photo.
  6. Select Yes to include contact information and provide a name, phone number, and email address.
  7. Complete the form, and then click Submit.

Manage operations

Operations and maintenance supervisors frequently manage complex operations around the inspection and maintenance of signals, cabinets, or poles, and delegating related field assignments to mobile workers. Sharing near real-time information between the field and the office is also critical to running operations smoothly and efficiently.

You will now assume the role of an operations and maintenance supervisor responsible for organizing routine and ad hoc inspections and maintenance activities.

Monitor conditions

In this workflow, you will monitor conditions.

  1. In a browser, sign in to your ArcGIS organization.
  2. At the top of the site, click Groups.
  3. Browse to the Signal Operations group.
  4. Browse to and open the Signal Management Center app.

    The Signal Management Center app's Home page displays metrics that help you understand your organization's signal collection. It also displays requests for service that need to be addressed and work that needs to be assigned to mobile workers.

  5. In the upper right, click Signals to open the Signals page.
  6. Review the high-level signal metrics, such as Inspected and Condition.
  7. Use the charts to filter and explore inspections and maintenance activities.
    Note:

    Dashboard charts are linked. If you click a condition in the Condition chart or a month on the By Month tab in the Last Inspected charts, related details are filtered and updated in other elements in the dashboard.

  8. On the map, select a signal.
    Note:

    Map selections are linked. If you select a signal in the map, a feature details popup will appear and related details are filtered and updated in other elements in the dashboard.

  9. In the popup, click Create Assignment.

    The Assignments page opens in another tab.

  10. Choose an Assignment Type and assign a mobile worker.
  11. Optionally, modify the Priority, Due Date, Description, and other assignment details.
  12. When you're finished, click Create Assignment, then close the Assignments page and return to the Signals page.
  13. On the left, click the arrow to display the filter panel, and then use filters to explore the signal collection by type, condition, date installed or inspected, or another specification.
    Tip:

    To pin the filter panel, click the pin in the upper-right corner.

  14. At the bottom-left corner, click Poles or Cabinets.
  15. Repeat these steps to filter and explore inspections and maintenance activities for other assets in your collection.

Respond to and monitor requests for service

In this workflow, you will respond to and monitor service requests.

  1. In the upper right of the Signal Management Center app, click Requests and choose Manage.
  2. In the Signal Requests table, click the Status column filter, and then for Status is, choose Submitted to view requests for service with a submitted status.
  3. Click the Submitted On column header and choose Sort in descending order.
  4. Click a service request feature.

    Its details open at the bottom left.

  5. In the details, on the Details tab, click the Edit record button Edit.
  6. For Status, choose Received.
  7. Click Save.
  8. In the Signal Requests table, click the Status column filter, and then for Status is, choose Received to view requests for service with a received status.
  9. You will create an assignment so that the request for service can be addressed by mobile workers.

  10. In the table, click the service request feature to view its details.
  11. On the Details tab, click Create Assignment.

    The Assignments page opens in another tab.

  12. Choose an Assignment Type and assign a mobile worker.
  13. Optionally, modify the Priority, Due Date, Description, and other assignment details.
  14. When you're finished, click Create Assignment, and then close the Assignments page and return to the Manage page.
  15. In the upper right, click Requests and choose Monitor.
  16. Use the charts to filter and explore active and resolved requests for service.

    Dashboard charts are linked. As you click and select a category in one chart, related details are filtered and updated in other charts on the service request to allow a manager to identify issues and areas that need attention.

Manage field assignments

In this workflow, you will manage field assignments.

  1. In the upper right, click Assignments.
  2. Close the Create Assignment window that initially appears on the left.
  3. At the bottom of the pane, click the Assignments tab.
  4. From the list of assignments, click an assignment, if present.
  5. In the upper left, click Assign and choose a mobile worker who will complete the work if one has not been assigned yet.
  6. Optionally, click the Edit button to modify the Priority, Due Date, Description, and other assignment details.
  7. When you're finished, click Save.
  8. Click the back button.
  9. On the map, select a signal, cabinet, or pole and review its information, and then click + Create Assignment.
    Tip:

    You can also use the search box on the map to search by address, place, or signal, pole, or cabinet ID.

  10. Choose an Assignment Type and assign a mobile worker.
  11. Optionally, modify the Priority, Due Date, Description, and other assignment details.
  12. Click Create Assignment.

View signal collection

Understanding the current status and condition of signals is critical for an organization to plan for future improvements and projects.

You will assume the role of a traffic engineer who needs to understand the current conditions of the community's signal collection in order to determine improvements needed for new and existing roadways.

Signal Viewer

In this workflow you will review current conditions using the web app.

  1. In a browser, sign in to your ArcGIS organization.
  2. At the top of the site, click Groups.
  3. Browse to the Signal Stakeholders group.
  4. Open the Signal Viewer app.
  5. Select a signal on the map

    Details about the feature that you selected appear in the popup.

  6. Review the signal's information, such as inspection, install date, bulb type, and condition.
    Note:

    Related features and maintenance activities can also be accessed through the popup.

  7. Click Request Service.
  8. Complete the Signal Request form to submit a request for service.
  9. When you're finished, click Submit and return to the Signal Viewer app.
  10. Optionally, click Layers to toggle visibility of the Signals, Cabinets, and Poles layers.
  11. Optionally, click Filter to refine the features displayed in the map.
  12. On the map, at the lower left, click the globe.

    The Signal Viewer app displays a 3D scene of the signal collection.

  13. Repeat steps 5 - 12 to view cabinet and pole information.

Signal Viewer Field Map

In this workflow you will access the viewer in the field.

  1. Download ArcGIS Field Maps onto your mobile device.
  2. Open ArcGIS Field Maps and sign in to your ArcGIS organization.
  3. Tap Signal Viewer to open the map.
  4. On the Signal Viewer map, tap a signal.
  5. Swipe up on the form to review the signal information.
  6. Swipe up on the form to the Related section.
  7. Tap Signal Maintenance.

    Previously recorded maintenance activities are displayed. When present, tap the maintenance record.

  8. Swipe up on the form to review the recorded maintenance information.
  9. Close the maintenance form.
  10. Swipe up on the form to the Related section.
  11. Tap Cabinets.

    Any related cabinets are displayed. When present, tap the cabinet record.

  12. Swipe up on the form to review related cabinet information.
  13. Close the cabinet form
  14. Tap Request Service.
  15. Complete the Signal Request form to report a request for service.
  16. When you're finished, tap Submit.
