Use ROW Permitting

The ROW Permitting solution delivers a set of capabilities that help you collect and organize permit applications, coordinate the permit review process, gather feedback during permit review and share approved permits with internal and external stakeholders.

In this topic, you’ll learn how to use the ROW Permitting solution by assuming the role of the user and performing these workflows.

Submit a permit application

You will first assume the role of a resident in the community. You would like to host a block party in your neighborhood and close the street for the weekend.

  1. In a browser, go to the ROW Permit form.
  2. Provide your contact information in the Applicant Information section.
  3. Leave Contractor Information section blank as this work does not require a contractor.
  4. In the Job Information section, search for the street and place the point along the street you would like to close.
  5. For Type, click Temporary Use.
  6. For Subtypes, check the Neighborhood Festival check box.
  7. Provide a brief description in the Description text box.
  8. For Site Plan \ Construction Drawings, if applicable, upload a drawing of where the road blocks should begin and end.
  9. Choose a Proposed Start Date and Proposed Completion Date for the closure.
  10. For Lane Closure Required, click No.
  11. Sign the form and click Submit.

Manage permit status

You will now assume the role of a supervisor in the Public Works department. It is your job to review and triage permit requests and ensure the permit application is reviewed by the proper people.

  1. In a browser, go to the ROW Permit Manager app.
  2. Click on one of the Permits with a status of Submitted.
  3. Review information about the permit application in the Details tab, click the Edit button.
  4. Click the Status drop-down and choose StaffReview.
  5. Click Save.

    The permit will now display in the ROW Permit Review app and can be shared with other departments/agencies to provide their feedback and approval. All departments have come back and approved the permit. You'll change the status to BoardReview.

  6. Click the Edit button.
  7. Click the Status drop-down and choose BoardReview.
  8. Click Save.

    The permit will now display in the ROW Permit Public Comment app and can be shared with the general public for feedback. Public feedback is positive and you are ready to approve the permit. You'll change the status to Approved.

  9. Click the Edit button.
  10. Click the Status drop-down and choose Approved.
  11. Click Approved/Denied Date and choose the current date.
  12. Specify the Approved State Date and Approved Completion Date signifying when the permit is applicable.
  13. Click Save.

Conduct internal review

You will now assume the role of a supervisor in the Public Safety department. A permit application has been submitted for a neighborhood festival and is requesting a local street be closed for the day. You will review the permit details to verify all the necessary information is provided and that you don’t have any concerns.

  1. In a browser, go to the ROW Permit Review app.
  2. Click a permit application in the list.
  3. Review the details and click the Add a comment button.
  4. Click the Organization drop-down and choose Public Works.
  5. Provide you name and comments.
  6. Click the Action Taken drop-down and choose Approved.
  7. Click Submit.

Find approved and pending permits

As an engaged resident you are interested in learning more about the active and planned work in the community.

  1. In a browser, go to the ROW Permit Locator app.
  2. In the LocateROW Permit pane, under Search for an address or locate on map, type 301 Aurora Ave, Naperville, IL into the search box and press the Enter key. Or click a location on the map.
  3. Click on Pending and/or Approve and explore the permits that are within a mile of the address.
  4. Click the Back button.
  5. Use the distance slider to increase the search distance to view additional permit applications.
  6. Click on Pending, then click on one of the pending permit applications and review its details.
Note:

Pending permits have a Comment hyperlink that will open the ROW Permit Public Comment app. This app can be used by the general public to provide their feedback or concerns on the proposed work.

Provide public comment

In many communities there are statutory public notice requirements that require community members be given the opportunity express concerns about proposed developments and work within the public right of way. As a concerned resident you will review the pending permits in the community and provide feedback in lieu of attending a council or commission meetings.

  1. In a browser, go to the ROW Permit Public Comment app.
  2. Click a permit application in the list.
  3. Review the details and click the Add a comment button.
  4. Provide you name, address and comments.
  5. Click Submit.

Monitor permit applications

Finally, you will assume the role of a supervisor in the Public Works department. It is your job to ensure that permits are moving through the application process and that they are being approved or denied in a timely manner.

  1. In a browser, go to the ROW Permit Dashboard app.
  2. Use the filters on the left panel to narrow down the permit applications by Type and Status.
  3. Review the permit applications by clicking on it in the Permits list and clicking on them in the map.
