Configure Parcel Value Analysis

Parcel Value Analysis can be used to visualize key property characteristics on a map, discover neighborhood patterns, analyze sales ratios, and identify outliers and inequities.

In this topic, you will learn how to configure the Parcel Value Analysis solution to meet specific needs in your organization.

Organize data

Parcel Value Analysis can be used to analyze parcel, property sales, appeals, and foreclosure information. In many cases, you may have this information in ArcGIS, Computer Assisted Mass Appraisal (CAMA), tax accounting, or billing systems.

Review the layers provided with the solution and determine what source data you want to load. Then, load your existing data into the layers provided with the solution before sharing the maps or applications.

Load data

Parcel Value Analysis can be used to analyze parcel, property sales, appeals, and foreclosures. In some cases, you may already have this information in ArcGIS or another business system.

Feature layerDescription

TaxParcel

Divisions of land for the sole purpose of equitable taxation, combined with assessing and tax information from CAMA and Tax systems.

AssessmentNeighborhood

A feature layer containing the geographic extents of assessment neighborhood areas.

Sales Analysis

A feature layer containing tax parcel sales polygons storing qualified sales, or a legally binding agreement between two parties, that results in the purchase or transfer of real property.

TaxParcelAppeals

A feature layer used to store to monitor assessment appeals filed by property owners and heard by the Board of Review.

TaxParcelForeclosures

A feature layer view used to store Sheriff Deeds recorded in the Register of Deeds Office and typically used to indicate parcels that are in a foreclosure process.

Load data from a shapefile or file geodatabase

To load data from a shapefile or file geodatabase, complete the following steps:

  1. Create a .zip file of your shapefile or file geodatabase.
  2. Sign in to your ArcGIS organization and browse to the TaxParcels feature layer.
  3. From the item page, click Update Data.
  4. Follow the steps in the Update data wizard to load your data.
  5. Tip:

    For more information about uploading data, see Manage hosted feature layers—Append data to layers.

    Tip:

    You can use the DataAssistant add-in, which is part of the Community Data Aggregation solution, to load your data into the TaxParcel feature layer. The DataAssistant add-in allows you to update and load data manually or on a schedule.

  6. Repeat these steps to load data into the AssessmentNeighborhood, Sales Analysis, TaxParcelAppeals, and TaxParcelForeclosures feature layers.

Update maps

The Parcel Value Analysis solution includes a series of data visualizations that are based on the values within your data. Each appraisal organization is unique and it is recommended that you configure the maps to align with your data.

The Neighborhood Explorer map powers the Neighborhood Explorer tab in the Parcel Value Analysis app with a series of data visualizations of the tax parcel data. The Tax Parcel layer is repeated in the map several times with different symbology configurations. You will adjust the data ranges for the tax parcel data to match your data.

  1. Verify that you are signed in to your ArcGIS organization and browse to the Neighborhood Explorer map.
  2. Open the item page and click Open in Map Viewer.
  3. Click the Assessed Value layer.
  4. On the Settings (light) toolbar, click Styles.
  5. In the Pick a style section, click Style options.
  6. Under Classify data, click the Method drop-down menu and choose Natural Breaks.
  7. Change the Number of classes if desired (the default is 8).
  8. Click the Round classes drop-down menu and choose 10,000.
  9. Repeat steps 4 through 8 for the Taxable Value and Land Value layers.
  10. Repeat steps 4 through 8 for the Year Built layer, for Round classes to 10.
  11. Repeat steps 4 through 8 for the Building Area layer, for Round classes to 100.
  12. Click the Structure Quality layer and apply a style using the Structure Class field and Types (unique symbols).
  13. Click Save and open and click Save.

Sales Analysis map updates

The Sales Analysis map powers the Sales Analysis tab in the Parcel Value Analysis app to visualize sales ratio data. By default, the sales ratio symbology is set to use an Above & Below theme that highlights data above and below a desired sales ratio goal. By default, this value is set to 1 based on IAAO standards. If your organization uses a different sales ratio goal, you can adjust the symbology with the following steps.

  1. Verify that you are signed in to your ArcGIS organization and browse to the Sales Analysis map.
  2. Open the item page and click Open in Map Viewer.
  3. Click the Sales layer.
  4. On the Settings (light) toolbar, click Styles.
  5. In the Pick a style section, click Style options on the style card.
  6. Under Data range, set the ratio goal value by clicking the middle number (1.0 by default) and entering the desired ratio value for your organization.
  7. Click Save and open and click Save.

Equity Analysis map updates

The Equity Analysis map powers the Equity Analysis tab in the Parcel Value Analysis app to visualize tax parcel value data.

  1. Verify that you are signed in to your ArcGIS organization and browse to the Equity Analysis map.
  2. Open the item page and click Open in Map Viewer.
  3. Click the Tax Parcel layer.
  4. On the Settings (light) toolbar, click Styles.
  5. In the Pick a style section, click Style options on the style card.
  6. Under Classify data, click the Method drop-down menu and choose Natural Breaks.
  7. Change the Number of classes if desired (the default is 8).
  8. Click the Round classes drop-down menu and choose 10,000.
  9. Click Save and open and click Save.

Update the Parcel Value Analysis app

The Parcel Value Analysis solution includes the Parcel Value Analysis app that your organization can configure to work with your data.

Update charts

To update the charts, complete the following steps:

  1. Verify that you are signed in to your ArcGIS organization and browse to the Parcel Value Analysis app.
  2. From the item page, click Edit.
  3. Click Page on the left side toolbar.
  4. In the Page panel, click Neighborhood Explorer.
  5. Under the Body node, click and expand Neighborhood Explorer > Sections > Structure Quality > Grid 8 > Grid Row > ThemeStats > RowLegendChart.
  6. Click StructureQualityChart.
  7. In the StructureQualityChart panel, expand Slices.
  8. Click the settings button to open the Slice color pane.
  9. Click Add category to manually add a category and click Remove to remove unnecessary categories.
  10. Change the color for each individual category, or click Apply colors to choose from premade color sets.
    Note:

    Change the symbology of each category to match the symbology and categories used in the Parcel Value Analysis map, specifically, the Structure Quality layer.

  11. Click Close to close the Slice color pane.
  12. In the Page panel, click Sales Analysis.
  13. Under the Body node, click and expand SalesAnalysis > Second > Grid > Grid column > Tabs > Structure Details.
  14. Click SalesQuality and repeat steps 7 through 11.
  15. In the Page panel, click Equality Analysis.
  16. Under the Body node, click and expand EqualityAnalysis > Second > Grid 2 > Grid column > Tabs > Structure Details.
  17. Click EquityQuality and repeat steps 7 through 11.

Update branding

To update the branding, complete the following steps:

  1. In the Page panel, click the Window tab.
  2. Under Fixed windows, click Help.
  3. Expand Help sections > Overview > Column 2 and click YourLogo.
  4. In the YourLogo panel, click Select an image.
  5. In the Select an image pane, click Upload and browse to an image.

    The Open dialog box appears.

  6. Click the image and click Open.
  7. Click Close to close the YourLogo pane.
  8. In the Page panel, under Overview > Column 2, click the AppraisalOfficeName text.
  9. Double-click The Appraisal Office text in the Overview window.
  10. Type your assessor information.
  11. Click Save.
  12. Click Publish.

Share items with your organization or a secure group

Several feature layers, maps, and apps included in the Parcel Value Analysis solution must be shared with a secure group or your entire organization so your internal users can access the application securely.

To share items with your organization or a secure group, complete the following steps:

  1. Verify that you are signed in to your ArcGIS organization and browse to the Parcel Value Analysis folder.
  2. Next to each of the following items, check the check box:

  4. In the Share window, click Organization (or a secure group) and click Save.
