Virtual Damage Reporting can be used to remotely assess damaged structures from post-disaster imagery and share qualified damage estimates with decision makers.
The frequency and intensity of emergencies have increased, and so has the impact on local communities. When a community is impacted by an emergency event, timely and accurate information is necessary to help them recover quickly. A slow damage assessment process or inaccurate information impedes recovery efforts.
Conducting initial damage assessments in the field is often time-consuming and resource intensive. They rely on windshield surveys, field reports, and other on-site methods that can be slowed by limited access and unsafe conditions. Post-disaster imagery captured by satellites, aircraft, or drones, and GeoAI models allow staff to quickly quantify and review damage classifications from a safe location. This improves the speed of early damage estimates. It also helps decision makers understand where resources are needed and if additional assistance may be required.

This solution can be deployed in your ArcGIS organization.
See Deploying a solution for more information.
Requirements
Virtual Damage Reporting requires the following:
- ArcGIS Online
- ArcGIS Pro 3.7 or later
- Deep Learning Libraries Installer for ArcGIS
Note:
This solution uses deep learning models and tools within ArcGIS Pro. Refer to the recommended ArcGIS Pro settings documentation before getting started.Information products
Virtual Damage Reporting includes the following information products:
| Item | Description | Minimum user type |
|---|---|---|
Virtual Damage Reporting | An ArcGIS Pro project used by GIS analysts to analyze post-disaster imagery from a remote location and safely identify destroyed and damaged structures | Creator
|
Damage Reports Reviewer | An ArcGIS Dashboards app used by a damage assessment coordinator to validate automated damage reports and ensure damage estimates are accurate | Contributor |
Damage Estimates | An ArcGIS Dashboards app used by emergency managers to summarize damage reports and estimated value loss to brief decision-makers and understand when a disaster is beyond the capacity of available resources | Viewer |
When you deploy this solution in your ArcGIS organization, you also get a solution item that organizes the key information products and summarizes all the ArcGIS items (applications, forms, projects, maps, feature layers, feature layer views, and so on) included with the solution. The solution item also illustrates any dependencies items have on each other.
