Solution
When creating a Topographic Production Service database, verify that the input geodatabase is not a Topographic Production Service database, or that it is a valid, but outdated Topographic Production Service database.
When updating a Topographic Production Service database, verify that the input geodatabase contains an outdated Topographic Production Service database schema.
