Description
The Percentile value (percentile_value in Python) parameter in the Zonal Statistics tool and the Percentile values (percentile_values in Python) parameter in the Zonal Statistics as Table tool are only valid when the Statistics type (statistics_type in Python) parameter value is Percentile (PERCENTILE in Python).
Solution
Ensure that the Statistics type is Percentile.
