Description
You are uploading a service definition for a knowledge graph to a portal that does not support creating knowledge graphs. The portal must be ArcGIS Enterprise 12.0 or later and have a federated ArcGIS Knowledge Server site.
Solution
Contact your administrator to ensure that your portal is configured with a federated ArcGIS Knowledge Server site.
