You are sharing a web feature layer that contains a trace network and are publishing to an ArcGIS Server version that is not supported. When sharing a trace network layer, the federated server to which you publish must be running ArcGIS Server 10.9 or later.
Solution
- Ensure that the federated server you are publishing to is version 10.9 or later. If it is not, choose a federated server that is when you publish.
- If your ArcGIS Enterprise portal's federated servers are earlier than 10.9, you can publish a web feature layer, but you cannot include a trace network layer.
