You are sharing a web layer to a federated server that does not have the required license role or extension. The value parameter refers to the license role or extension that is required.
Map image layers always require the ArcGIS GIS Server role. Depending on the contents of your map or the capabilities enabled, additional license roles or extensions may be required. For example, to share a map that contains a mosaic dataset as a map image layer, both the ArcGIS GIS Server and ArcGIS Image Server roles are required.
Solutions
- In the Sharing pane, on the General tab, click the Federated Servers drop-down menu to choose a federated server with the required licenses.
- Work with your portal administrator to add the required license to the federated server.
- If applicable, remove the layer from the map that requires the license.
