Description
This can happen when there is not enough range in the data values in the given raster such as for rasters that span large, flat areas or areas that are mostly covered by water. In such cases there is not enough data to generate the required classifications for producing bands with the given contour interval.
Solution
Choose a different contour interval or provide a Hydro exclusion layer to overcome this problem.
