There are certain device requirements to run Operations Dashboard. Operations Dashboard is supported in a number of languages.
The ArcGIS requirements for Operations Dashboard depend on what you are doing with the app. ArcGIS Online and Portal for ArcGIS 10.4.1 and later are supported.
Anyone, including anonymous users, can use the browser app to view publicly shared operation views. Viewing an operation view that isn't shared publicly, or using the Windows app to view an operation view, requires that you are a member of an ArcGIS organization.
To use your maps in Operations Dashboard and create operation views, you must be a member of an ArcGIS organization. If using ArcGIS Online or Portal for ArcGIS 10.5 or later, you must be a level 2 member.
Your maps can include data from ArcGIS Online, Portal for ArcGIS, and ArcGIS Enterprise. Data sources must be hosted on ArcGIS Online or ArcGIS 10.1 for Server or later.

Today, Operations Dashboard is a great app for monitoring your operations. But there is more to come! We are currently building the next generation of the app: a browser app that will be fully functional, with no need to download a Windows app. You have long requested the ability to author operation views in the browser and with the next generation of the app, you'll be able to! You'll see the layouts and docking of widgets that you love in the Windows app making their way into the browser. In addition, labels and smart mapping will be supported.
